[00:00:01] it matters and again it is an active
[00:00:04] crime
[00:00:06] scene I also want you all to know that
[00:00:10] the greater New Orleans Foundation has
[00:00:13] set up a fund to assist victims and that
[00:00:16] information will be provided to you
[00:00:20] thank you
[00:00:22] gof again I want to thank this unified
[00:00:26] team uh we're leaning in we will be
[00:00:29] relentless
[00:00:30] and we will do everything that it takes
[00:00:32] to render real Justice this team will I
[00:00:36] want to also just thank our citizens for
[00:00:40] your heartfelt prayers New Orleans is a
[00:00:43] worldclass city and I can say that I've
[00:00:46] heard from world leaders all this
[00:00:49] morning and up until now in addition to
[00:00:52] my brother and sister Mayors across this
[00:00:55] country they're calling they're
[00:00:57] responding and they're standing with the
[00:00:59] city of New Orleans and what they always
[00:01:02] say and want me to reiterate they
[00:01:04] understand the resilience of this
[00:01:06] community and we're strong in that
[00:01:09] regard and I will say second to
[00:01:11] none so with that I'm going to turn it
[00:01:14] over to our governor and as I mentioned
[00:01:17] who has not wavered any in leaning in
[00:01:21] providing the necessary support and
[00:01:24] standing right here with me and I say
[00:01:25] thank you governor and I know the first
[00:01:27] lady is standing with us as well thank
[00:01:30] you madam mayor thank you um again I
[00:01:33] want to thank uh the mayor since about
[00:01:37] 3:45 this morning uh when she called me
[00:01:41] uh we have all been working um Just
[00:01:45] Around the Clock uh to both secure the
[00:01:47] city and um to solve um this act you
[00:01:53] know again I want to reiterate that our
[00:01:54] prayers uh go out uh with all of those
[00:01:57] who have been affected by this tragedy I
[00:02:00] want to thank our Law Enforcement
[00:02:02] Officers I want to thank our medical
[00:02:03] personnel I want to thank our First
[00:02:05] Responders and most importantly I want
[00:02:07] to thank the two new New Orleans police
[00:02:09] officers who not only laid their life on
[00:02:12] the line but were able to eliminate the
[00:02:15] threat this
[00:02:17] morning let me say we have made public
[00:02:20] safety uh a state priority from day one
[00:02:24] and I think that if you look around me
[00:02:26] today right now and you look at the
[00:02:27] people who are standing around that is
[00:02:29] there commitment as well we intend uh to
[00:02:33] be transparent in assessing any defects
[00:02:36] that may have existed in the system so
[00:02:38] that we can address it it's the only way
[00:02:40] to ensure that any mistakes that were
[00:02:42] made are corrected specifically we have
[00:02:45] been trying uh and working very
[00:02:47] diligently uh to address security
[00:02:50] concerns uh in preparation for the Super
[00:02:52] Bowl since
[00:02:54] October be and it's interesting because
[00:02:57] iron or ironically in preparation ation
[00:03:00] for the Super Bowl I had intended to
[00:03:02] issue um an emergency um declaration
[00:03:06] tomorrow uh so that we could bring all
[00:03:09] of our federal state and local um
[00:03:11] agencies to bear in preparation for the
[00:03:13] Super Bowl and MRA but because of the
[00:03:17] events today I have amended that
[00:03:22] emergency declaration and issued it
[00:03:25] today so again that declaration will
[00:03:28] allow our federal state and local
[00:03:31] Partners to bring all of the resources
[00:03:34] necessary to get this city
[00:03:38] safe in light of that executive order I
[00:03:40] have also ordered the mobilization of a
[00:03:43] military police company uh I have ask
[00:03:46] General freu uh to mobilize a military
[00:03:49] police company to ass assist both New
[00:03:51] Orleans police and LSP and the
[00:03:57] FBI it is important
[00:04:00] for our
[00:04:01] citizens and guests of this
[00:04:04] state to know that we're doing
[00:04:06] everything we can to secure their safety
[00:04:09] in this
[00:04:10] city we want to make it
[00:04:13] clear the
[00:04:15] Superdome in the surrounding area is
[00:04:18] safe but I've always said that the
[00:04:21] safety of this entire city is something
[00:04:23] that is always Paramount to me with that
[00:04:28] I would like to turn it over uh to um to
[00:04:32] uh Jeff um je with the Super Bowl Jeff
[00:04:36] Jeff Jeff
[00:04:39] Dunley thank you thank you very
[00:04:43] [Music]
[00:04:49] you good afternoon obviously uh we wish
[00:04:53] we weren't here for this reason uh today
[00:04:56] the sugar bow committee has a 90-year
[00:04:58] history at being a good corporate
[00:05:00] citizen for the City of New Orleans and
[00:05:02] that's why this tragedy hurts us as much
[00:05:05] as anybody uh right now so our
[00:05:07] condolences thoughts and prayers go out
[00:05:09] to the victims and their families as we
[00:05:12] all work through this of course anytime
[00:05:14] we have a major event in the City of New
[00:05:17] Orleans Public Safety is Paramount and
[00:05:19] we have full faith and confidence in the
[00:05:22] governor and the mayor and all the
[00:05:24] assets the federal state and local
[00:05:26] resources that they've applied uh to
[00:05:29] this event so that we can ultimately uh
[00:05:31] bring those responsible to Justice and
[00:05:35] carry on uh with the major events that
[00:05:38] that we have in front of us speaking of
[00:05:40] which uh we were scheduled uh this
[00:05:42] evening to have uh a cfp quarter final
[00:05:46] played in the Super doome at 7:45 we
[00:05:49] have been in consultation with ESPN with
[00:05:53] uh the college football playoff with the
[00:05:55] Southeastern Conference with the
[00:05:57] University of Georgia with Notre Dame
[00:06:00] all parties and all agree that uh it's
[00:06:02] in the best interest of everybody and
[00:06:04] Public Safety uh that we postpone the
[00:06:07] game uh for 24 hours work is fast about
[00:06:12] to set up a safe and efficient and fun
[00:06:15] environment for uh tomorrow night
[00:06:18] there'll be more details on that uh in
[00:06:20] the coming hours but for now that's the
[00:06:22] plan that we're going to move forward
[00:06:24] and play the game and and uh again we
[00:06:27] reiterate our thanks to everyone up here
[00:06:30] for the work important work they're
[00:06:32] doing we we live in the fun and games
[00:06:34] world uh with what we do but we
[00:06:37] certainly recognize the importance of
[00:06:39] this and we're going to support it 100%
[00:06:41] so thank
[00:06:44] you I'd like to bring up Senator
[00:06:48] Kennedy thank
[00:06:52] you
[00:06:55] um I I wish I wish I understood better
[00:07:00] why bad things happen to good
[00:07:02] people if um if I make it to heaven I'm
[00:07:05] going to
[00:07:06] ask um for those people who don't
[00:07:10] believe in objective
[00:07:13] evil
[00:07:15] um all you have to do is look at what
[00:07:17] happened in our city early this
[00:07:21] morning I am
[00:07:24] uh if this doesn't trigger the gag
[00:07:26] reflex of every American
[00:07:29] uh every fair-minded
[00:07:31] American um I'd be very
[00:07:36] surprised uh the I'm here because these
[00:07:39] are my
[00:07:40] people I'm here because these are my
[00:07:42] people's
[00:07:43] friends I'm here because uh because
[00:07:47] there are a lot of louisianians that are
[00:07:49] scared tonight I I don't want them to
[00:07:53] be um there there's a lot of information
[00:07:58] going around
[00:08:00] some of it is actually
[00:08:02] true some of it
[00:08:05] isn't the federal government is now in
[00:08:07] charge of this investigation by that I
[00:08:09] mean the white
[00:08:11] house uh the FBI the Department of
[00:08:13] Homeland Security and the Department of
[00:08:16] Justice um I have not talked to the FBI
[00:08:19] maybe they've talked to my staff I don't
[00:08:21] know I did talked to the Secretary of
[00:08:24] Homeland Security a little while
[00:08:27] ago and I I told him that uh with all
[00:08:31] the respect I could
[00:08:32] muster um that we expect to put the full
[00:08:37] force and resources of the federal
[00:08:40] governers our sheriffs here today have
[00:08:42] been terrific so far federal government
[00:08:45] is cooperating with them I hope that
[00:08:47] will continue here's what I want to ask
[00:08:49] from the federal government catch these
[00:08:53] people catch these people and then tell
[00:08:57] the American people the truth now I I
[00:09:00] don't want you to tell us yet anything
[00:09:02] that's going to interfere with your
[00:09:05] investigation and there are things that
[00:09:07] I've been told that I think are true
[00:09:09] that I'm not sharing with you today
[00:09:11] because it could interfere with their
[00:09:13] investigation uh but after we get to the
[00:09:15] bottom of this they need to tell the
[00:09:17] American people the truth and the people
[00:09:19] of New Orleans the truth and the people
[00:09:22] of of America the truth I think the
[00:09:24] mayor and the governor are very wise to
[00:09:28] postpone this ball game for 24 hours uh
[00:09:31] there's just too much stuff we don't
[00:09:33] know and it's it's uh it's just not
[00:09:36] worth it but um I guess my final point
[00:09:40] is I will promise you this I will when
[00:09:44] when it is appropriate and this
[00:09:46] investigation is complete you will find
[00:09:50] out what happened and who was
[00:09:52] responsible or I will raise fresh
[00:09:56] hell and I will chase those in uh in the
[00:09:59] federal government who are responsible
[00:10:01] for telling us what
[00:10:03] happened like they stole
[00:10:07] Christmas thank youat thank you Senator
[00:10:09] Kennedy um Congressman Carter I
[00:10:14] think thank you Governor thank you mayor
[00:10:17] thank you Senator Kennedy thank you to
[00:10:19] all of our law enforcement agents for
[00:10:22] doing a Yan's job for stepping up at a
[00:10:25] time when we needed you most for
[00:10:28] employing the resources
[00:10:30] of all of our
[00:10:35] part this is all hands on
[00:10:38] debt us uh leaders in all of our federal
[00:10:41] local and state agencies the president
[00:10:43] has made it very clear that he intends
[00:10:45] to bring every resource to Bear to not
[00:10:48] only tell the truth but to provide the
[00:10:50] resources to bring these
[00:10:52] cowards to Justice I want to personally
[00:10:56] thank the men and women in uniform who
[00:10:58] put their lives on the line to protect
[00:11:01] our citizens and our visitors to our
[00:11:03] mayor and our governor
[00:11:08] for for uh acting expeditiously and
[00:11:12] bringing us all together to our sherff
[00:11:14] Ben Johnny on the spot recognizing that
[00:11:16] if it happens in New Orleans it can
[00:11:18] happen anywhere we don't have the
[00:11:25] luxur who've been wounded our hearts go
[00:11:28] out to those who lost lost loved ones
[00:11:32] our hearts go out to those who are
[00:11:35] wounded and on the men in the
[00:11:38] hospital citizens now is the time to
[00:11:41] stay calm to be vigilant this is not a
[00:11:45] time to come out to sighty listen to
[00:11:48] your federal
[00:11:52] local be vigilant if you saw something
[00:11:57] say something if you know something
[00:11:59] tell someone there are tip lines there's
[00:12:02] information available please all hands
[00:12:05] on deck rest assured that the decision
[00:12:07] that was made to postpone the game was
[00:12:09] not done lightly it was done with one
[00:12:12] single thing in mind Public Safety
[00:12:16] making sure that the citizens and
[00:12:18] visitors of this great City not only for
[00:12:20] this event but for every event you come
[00:12:23] to in
[00:12:24] Louisiana that you will be safe and we
[00:12:27] will use every resource possible as the
[00:12:29] governor has said as the mayor has said
[00:12:32] and every law enforcement agent here has
[00:12:35] said our energy our commitment will be
[00:12:38] to make sure that you are safe now and
[00:12:42] for every event in the future God bless
[00:12:45] you and let's stay strong thank you guys
[00:12:48] attorney
[00:12:53] general I first want to extend my
[00:12:57] sincerest condolences to the families of
[00:13:00] the victims parents got a phone call
[00:13:03] last night this morning early this
[00:13:05] morning that that no parent ever ever
[00:13:07] wants to receive and as a parent a
[00:13:10] parent of children who come to New
[00:13:12] Orleans and and spend time here I I know
[00:13:15] that um that that is just something that
[00:13:18] you know we we cross we hold our hold
[00:13:21] our breath sometimes till they're home
[00:13:23] safe and some people did not come home
[00:13:25] safe and we also have some people who
[00:13:27] are fighting for their lives right now
[00:13:29] in the hospital so I'd ask everyone to
[00:13:31] pray for them they need our support and
[00:13:34] they need our prayers this was a heinous
[00:13:38] act a heinous cowardly act and we will
[00:13:41] find them and we will bring them to
[00:13:44] justice my office will be providing both
[00:13:46] investigative and prosecutorial support
[00:13:49] to the City of New Orleans to the
[00:13:51] district attorney Jason Williams in New
[00:13:53] Orleans as I have done for months we
[00:13:56] will continue to do that um we will
[00:13:59] provide the governor with whatever
[00:14:00] support that he needs and uh and the
[00:14:03] office of the governor's office of
[00:14:04] Homeland Security whatever support that
[00:14:07] they need I'll be here to help I will be
[00:14:10] here to stand with the City of New
[00:14:11] Orleans we will bring them to justice
[00:14:15] thank you thank you thank
[00:14:20] you thank you govern thank you governor
[00:14:23] and Madame mayor for those who do not
[00:14:25] know me my name is an Kirkpatrick I'm
[00:14:28] the chief of police of New Orleans my
[00:14:30] title official title is superintendent
[00:14:33] but my role is as chief of
[00:14:35] police you know you've heard some of the
[00:14:37] details today and over the last 24 hours
[00:14:41] we had approximately 400
[00:14:45] officers and the French
[00:14:47] quarter and as we know this is not just
[00:14:51] an act of of uh terrorism this is
[00:14:56] evil and when we face
[00:14:59] evil we have a choice we can run in fear
[00:15:03] or we can indeed stand in strength in a
[00:15:08] time of Crisis people are looking for
[00:15:11] leadership you are looking at the
[00:15:14] leadership and I promise you as the
[00:15:18] chief of police of this city this city
[00:15:21] has been tried by fire
[00:15:25] before but fire purifies
[00:15:29] fire makes things
[00:15:33] stronger we have a
[00:15:35] plan we know what to
[00:15:38] do we are going to get these
[00:15:42] people there is a path
[00:15:45] forward very pleased that we will be
[00:15:48] back to having a wonderful game tomorrow
[00:15:51] night New Orleans police have
[00:15:55] proven their ability to make the City
[00:16:00] safer just two years ago we were the
[00:16:04] murder capital of America today from
[00:16:07] that time two years ago we have driven
[00:16:11] our murder rate more than 50% down so we
[00:16:15] have a track
[00:16:17] record but this is different because
[00:16:20] it's terrorism now I want to thank all
[00:16:23] of our law enforcement Partners you're
[00:16:26] fabulous and we appreciate the
[00:16:28] partnership
[00:16:30] but last night three of our officers
[00:16:34] engaged this terrorist who shot at them
[00:16:38] three of the officers returned
[00:16:41] fire those officers did not run in
[00:16:45] fear I liked what the mayor said this
[00:16:48] morning New Orleans police and all law
[00:16:51] enforcement is built we are built for
[00:16:55] dealing with evil
[00:16:59] with things that would cause us others
[00:17:01] to be in fear but instead our officers
[00:17:06] and last night in OPD
[00:17:09] particular stood
[00:17:11] strong they did not run they did Kill
[00:17:17] the
[00:17:18] terrorist we have two officers indeed
[00:17:21] who received
[00:17:22] gunfire they will be okay we have
[00:17:26] personally gone to see them
[00:17:29] but this is leadership for you and I
[00:17:33] promise as the chief of police of this
[00:17:35] fantastic
[00:17:37] City that I will be
[00:17:40] strong and
[00:17:42] firm and
[00:17:49] fearless thank you in wrapping it up I
[00:17:51] want to just close with a couple of
[00:17:53] things um I want to thank Senator
[00:17:55] Kennedy and Congressman Carter um I want
[00:17:58] to thank again and all of our Law
[00:17:59] Enforcement Officers out there I want
[00:18:02] the families of the victims to know that
[00:18:04] I will be issuing an executive order
[00:18:06] that tomorrow when Notre Dame uh plays
[00:18:11] Georgia every flag over every state
[00:18:13] building in this state is going to be at
[00:18:15] half mass in remembrance of them but
[00:18:18] remembering something else that fear in
[00:18:21] this state is a liar and these folks
[00:18:24] right here are going to make sure that
[00:18:26] Justice is served
[00:18:29] and for the citizens out there that were
[00:18:30] saying well man do I really want to go
[00:18:32] to the sugar boat Tom more you could I
[00:18:33] tell you one thing your Governor is
[00:18:35] going to be
[00:18:36] there that is proof believe you me that
[00:18:39] that facility in this city is safer
[00:18:42] today than it was
[00:18:44] yesterday and we are and as we come to
[00:18:48] additional events in this city I know
[00:18:52] and speaking with Senator Kennedy and
[00:18:54] Congressman Carter and
[00:18:57] FBI uh acting
[00:19:00] director and incoming Administration
[00:19:03] that they are going to ensure that this
[00:19:05] city has the resources necessary to
[00:19:08] protect our citizens and our
[00:19:11] guests and so with
[00:19:13] that we'll take some questions all right
[00:19:16] if you could we'll start over here with
[00:19:17] CVS Katie we'll work our way across the
[00:19:21] room if I miss you just give me a see
[00:19:24] you sir kti with CBS News um I mean I
[00:19:29] think this has been a really tough day
[00:19:30] for a lot of people um but at this point
[00:19:33] we're hearing that the death toll
[00:19:35] According to some FBI sources has to 15
[00:19:37] is this
[00:19:39] true who was
[00:19:42] answer spe unless you have a final
[00:19:45] number we do not have a final number we
[00:19:49] know that we have confirmed 10 but we
[00:19:52] did have uh people who had been
[00:19:55] transported who were in critical
[00:19:57] condition and so so I do not know that
[00:20:00] but I can confirm 10 and one quick
[00:20:03] followup question if I may um we know
[00:20:05] that there have been some local records
[00:20:07] in Texas about um a a misdemeanor
[00:20:11] background on this suspect um any signs
[00:20:14] or Warnings ahead of time about this
[00:20:16] person or their plans for for what to
[00:20:18] happen this morning because that is uh
[00:20:20] the investigation part I will give the
[00:20:24] FBI at this time we cannot go into
[00:20:27] details about the subject of History uh
[00:20:30] what I can tell you the person was um an
[00:20:32] army veteran um we believe he was honor
[00:20:34] discharge but we're working through this
[00:20:36] process figuring out all this
[00:20:38] information uh the goal with the FBI is
[00:20:40] providing you with the most accurate and
[00:20:41] complete information so once that
[00:20:43] information is confirmed we'll make sure
[00:20:44] we push that out thank you arel at this
[00:20:47] time do you know exactly as far as the
[00:20:50] victims how many are from here in
[00:20:52] Louisiana versus out of state Andes May
[00:20:55] at this time I can't go into details
[00:20:56] about all the victims uh we want to make
[00:20:58] make sure that first that the family is
[00:21:00] notified appropriately um before we put
[00:21:02] any information out there so once the
[00:21:04] families are all notified then we'll go
[00:21:06] ahead and release a statement to
[00:21:07] everyone and I would ask the Press uh
[00:21:09] when in relation to the victims and
[00:21:11] those that are in hospitals if we could
[00:21:13] just refrain from wearing about them so
[00:21:15] their loved ones can take care of them
[00:21:16] and the medical personnel that are that
[00:21:18] are trying to get them out of the
[00:21:19] hospital can do so um and as information
[00:21:21] becomes available but we want to respect
[00:21:23] the Privacy um of those um who are still
[00:21:27] either fighting for their lives or
[00:21:29] or or um being cared for thank you
[00:21:35] follow that the suspect acted alone
[00:21:39] about how many more suspects are you
[00:21:41] guys looking into at this point uh it's
[00:21:43] a range of suspects and right now with f
[00:21:45] we do not run to rule anything out so
[00:21:47] that's why we're asking if anyone has
[00:21:48] had any interaction uh with the deceased
[00:21:51] subject Jabar in the last 72 hours
[00:21:53] provide that with this provide us with
[00:21:55] this information you can provide us that
[00:21:57] information through 1 1800 call FBI or
[00:22:00] our digital digital tips line which is
[00:22:02] available on our social media website as
[00:22:04] well as the big FBI website can I say
[00:22:07] something right tell me who you're with
[00:22:09] WDSU WDSU okay and CBS NBC's over here
[00:22:13] on the right oh that's unusual
[00:22:16] position
[00:22:19] um I don't get it uh you you wouldn't um
[00:22:24] look the FBI is not going to be able to
[00:22:26] answer those questions okay
[00:22:29] uh they will eventually I promise you
[00:22:32] okay uh once the FBI has a chance to
[00:22:36] investigate all this along working with
[00:22:38] State Police uh working with Homeland
[00:22:41] Security working with the City of New
[00:22:43] Orleans they're going to tell you what
[00:22:45] happened I can promise you that or I'm
[00:22:48] going to raise fresh hell but right now
[00:22:51] they're in the process of trying to
[00:22:53] catch the other bad guys and I'm want to
[00:22:56] give them the benefit of the doubt for
[00:22:59] wow
[00:23:02] 26 I had the
[00:23:05] victims I know that there was obviously
[00:23:08] gunfire exchange so I guess how many
[00:23:10] victims were shot and then how many were
[00:23:13] injured look again let let me reiterate
[00:23:17] both special agent Duncan and Senator
[00:23:20] Kennedy there's a lot of I get that
[00:23:22] y'all want to know my new details what
[00:23:26] we don't want to do is impede this
[00:23:28] investigation or spend any time talking
[00:23:31] about things that don't get us closer to
[00:23:33] hunting these folks down and securing
[00:23:35] this city um and so at a particular
[00:23:38] point in time we will release as much
[00:23:40] information as we can but at this time
[00:23:44] in relation to the investigation I would
[00:23:46] ask youall to refrain from
[00:23:48] those so ladies and gentlemen if we
[00:23:50] don't if if we're going to just have
[00:23:53] more of the same as the governor just
[00:23:54] said we're going to provide that
[00:23:56] information but we're going to wrap the
[00:23:57] press conference now
[00:23:59] [Applause]
[00:24:01] on let me finish you listen if all of
[00:24:05] the questions are more of the same what
[00:24:06] the governor just said in position we we
[00:24:09] we won't be doing that to provide that
[00:24:11] information and if you have a quick
[00:24:12] different question mine's then let's do
[00:24:15] that quickly and and move on
[00:24:19] okay fashion M hold on Sir hold on I
[00:24:25] think who was next we had over here hiel
[00:24:28] The Wall Street Journal you said you are
[00:24:30] confident there are multiple suspects
[00:24:31] involved what makes you
[00:24:33] confident well like why would we tell
[00:24:36] you that again that's I mean look I look
[00:24:38] again again look again we want to answer
[00:24:42] pertinent questions but anything that
[00:24:44] would lead to impeding or endangering
[00:24:49] this investigation is not going to be
[00:24:51] said okay and we will as information
[00:24:54] unfolds this is a very fluid fluid
[00:24:57] process
[00:24:59] and and remember something too we're
[00:25:01] doing two things we're hunting some bad
[00:25:03] people down and we're securing this city
[00:25:05] too we're getting ready for a sugar bow
[00:25:06] tomor so if y'all would again if you
[00:25:10] have questions regarding sugar bow the
[00:25:12] safety of the city or something to that
[00:25:14] effect we're happy to answer okay go
[00:25:16] ahead go ahead
[00:25:18] ala usually in parts of theen
[00:25:21] specifically parts of bbon Street there
[00:25:24] are ballers um we're hearing that some
[00:25:26] of those may have because of repairs can
[00:25:30] you speak to that and maybe was there
[00:25:32] any backup option of putting a truck
[00:25:35] there or
[00:25:36] ND car there well let me tell you yeah
[00:25:39] what one I'm GNA let the mayor answer I
[00:25:41] want you to know that's one of the first
[00:25:42] things I thought of this morning when
[00:25:44] the mayor called me okay and um and and
[00:25:50] I will tell
[00:25:51] you that whatever the problem was is
[00:25:54] going to be
[00:25:55] solved thank you
[00:26:00] thank you governor and and thank you for
[00:26:02] the question I do understand that it's
[00:26:04] been on your radar since this morning as
[00:26:08] it relates to the ballards on Bourbon
[00:26:10] Street over 10 years ago excuse me okay
[00:26:15] over 10 years ago the City of New
[00:26:18] Orleans um implemented an infrastructure
[00:26:21] project placing ballards on Bourbon
[00:26:23] Street shortly
[00:26:26] thereafter the malfunction of those
[00:26:28] ballards
[00:26:30] ensued from MRA beads onl on down but
[00:26:35] the New Orleans Police Department of
[00:26:37] course deemed them inefficient because
[00:26:40] they did not operate the way that they
[00:26:43] were intended to do because the City of
[00:26:46] New Orleans is hosting Super Bowl this
[00:26:49] year it gave the City of New Orleans an
[00:26:52] opportunity to go further and deeper
[00:26:54] with infrastructure improvements as
[00:26:56] we've been talking about
[00:26:58] so as a result of that we were able to
[00:27:01] build in ballet
[00:27:04] replacement into our Super Bowl
[00:27:07] infrastructure package and because of
[00:27:09] that the City of New Orleans has moved
[00:27:12] forward with that infrastructure that is
[00:27:14] nearing
[00:27:16] completion ballards were not up because
[00:27:20] they are near completion with the
[00:27:22] expectation of being completed of course
[00:27:25] by Super Bowl way before Super Bowl but
[00:27:29] that is the reason now the New Orleans
[00:27:32] Police Department and chief you can
[00:27:34] speak to the deployment as a to respond
[00:27:38] to our needs and existing conditions all
[00:27:41] right so we have been aware of the
[00:27:42] baller situation for a long time and we
[00:27:45] did indeed Harden those target areas
[00:27:47] where the Ballers are we had patrol cars
[00:27:50] out there as a hard tet as well as with
[00:27:53] barriers now I want to share with y'all
[00:27:56] if you did not know that this particular
[00:27:59] terrorist drove around onto the sidewalk
[00:28:04] and got around the harded Hard Target
[00:28:08] where we did have a car there we had
[00:28:10] barriers there we had officers there and
[00:28:12] they still got around now the wedges
[00:28:16] that you see out there as well we knew
[00:28:19] that that had malfunction problems and I
[00:28:22] want you to understand let's say we put
[00:28:24] the wedge up and it got stuck
[00:28:28] there is no way that uh ambulance could
[00:28:32] get in or out people couldn't get in and
[00:28:34] out so we knew that these were
[00:28:37] malfunction so we did indeed have a plan
[00:28:40] but the terrorist defeated
[00:28:44] it yeah let me let me just say
[00:28:47] this we recognize we got a problem right
[00:28:49] here
[00:28:50] right we're going to fix it it is going
[00:28:53] to be a top priority as we go into the
[00:28:57] Super Bowl in MRA
[00:28:58] and the solution that we're going to
[00:28:59] come up with is going to be a permanent
[00:29:01] one it's going to be placed into the
[00:29:04] standard operating procedure of of
[00:29:06] having major events and securing that
[00:29:08] quarter a follow if I may
[00:29:11] obviously to tomorrow but I'm sure after
[00:29:15] that game a lot of people are going to
[00:29:16] want to celebrate are their plans to
[00:29:18] keep Bourbon Street closed what does
[00:29:19] that look like so right now Bourbon
[00:29:22] Street is an active crime scene and the
[00:29:25] FBI is in charge of it when they clear
[00:29:29] it and it does not become an active
[00:29:32] crime cem anymore we're going to open it
[00:29:34] up
[00:29:37] potentially Fox um can we ask about this
[00:29:40] military police presence that that you
[00:29:42] want to call it is this a private
[00:29:43] security like black water also would
[00:29:45] that be a first that a private security
[00:29:47] firm is mobilized to supplement local
[00:29:49] and state law no no no no no we not this
[00:29:51] no this is our National Guard these are
[00:29:53] our citizens that we bring it in it's a
[00:29:55] military police company um uh that we
[00:29:58] recognize we need some more resources we
[00:30:00] need some more boots on the ground uh
[00:30:03] because again what we're doing now is
[00:30:06] two fold we've got an active
[00:30:08] investigation and we've got to enhanc
[00:30:11] security before this event we were just
[00:30:14] enhancing and working on security so we
[00:30:16] brought some additional
[00:30:18] resources Jesse with NBC news thank you
[00:30:20] for holding this I just want to clarify
[00:30:22] something first you're just talking
[00:30:24] about bards that are being repaired talk
[00:30:26] about that are replaced and then a lift
[00:30:29] gate that's not been working was there a
[00:30:31] vehicle in place of that lift gate last
[00:30:33] night was there were there things in
[00:30:34] place of those Bard which are being sure
[00:30:36] the chief spoke to the plan in place and
[00:30:38] that is yes that was indeed so anything
[00:30:41] that is anything that is currently in
[00:30:42] the midst of being reped had a backup
[00:30:45] replacement it had vehicles and officers
[00:30:47] were there where all of those ballards
[00:30:50] Ballas have been we had that we knew so
[00:30:54] we did have it and like I said in this
[00:30:56] particular case ter just went all the
[00:30:58] way around up onto the
[00:31:01] sidewalk what about the liate was there
[00:31:03] aicle like backing in and out to block
[00:31:05] that LIF gate area or was that just down
[00:31:08] in
[00:31:11] Captain I'm the reason I'm calling the
[00:31:13] captain he's the captain over that
[00:31:15] district and that is a question I'm
[00:31:17] going to let him address for you good
[00:31:19] evening everybody I'm captain lean
[00:31:21] Roberts of the a district yes we did
[00:31:23] have a vehicle strategically placed
[00:31:26] right in front of the wedge preventing
[00:31:29] access onto the road roadway and and in
[00:31:32] terms of the framework of security that
[00:31:34] was already in place on on Bourbon
[00:31:35] Street I know this is an ongoing project
[00:31:37] of improvement but with how that was all
[00:31:40] aligned was someone getting up on a
[00:31:42] sidewalk considered impossible or or
[00:31:45] nearly impossible or was this not
[00:31:47] something you expected you would have to
[00:31:49] account of course it wasn't something we
[00:31:51] expected to account for uh the ballards
[00:31:54] are they're actually wedges they're
[00:31:56] strategically placed
[00:31:58] five locations throughout the French
[00:31:59] Quarter on the roadway this particular
[00:32:04] terrorist drove onto the sidewalk behind
[00:32:07] the police car to gain access to the 100
[00:32:09] block of Bourbon Street so if you're
[00:32:10] worried about someone ever driving down
[00:32:12] Bourbon Street why weren't you worried
[00:32:15] about someone driving up the sidewalk in
[00:32:16] the same or at
[00:32:18] least all
[00:32:21] look we can go on what if Forever This
[00:32:23] is
[00:32:24] evil and um and uh um that guy could
[00:32:29] have easily gone down the sidewalk of
[00:32:32] Canal Street where there were a ton of
[00:32:35] pedestrians on there as
[00:32:37] well that's
[00:32:40] right
[00:32:42] on just want you to
[00:32:44] know however we recognize I said earlier
[00:32:48] that where there are defects in this
[00:32:50] system we are going to be
[00:32:53] transparent and we are going to address
[00:32:55] them with the city and make sure
[00:32:58] that we fill those gaps as best we can
[00:33:01] yeah yeah um Chelsea bra axios um I have
[00:33:04] a question just about sort of ongoing
[00:33:06] Public Safety today um special agent
[00:33:08] mentioned two IED possible IEDs um were
[00:33:12] those in the same location should
[00:33:13] residents in the French Quarter or
[00:33:14] elsewhere be concerned about potential
[00:33:16] other
[00:33:20] situations the two iids that were in
[00:33:22] different locations and what we've done
[00:33:24] in conjunction with our local and state
[00:33:25] Partners we've gone through and done a
[00:33:27] swe to identify anything that we thought
[00:33:29] was suspicious and we have not however
[00:33:31] as I said before if the public sees
[00:33:33] something please reach out to us that
[00:33:35] way we can go through and verify um that
[00:33:38] we did not miss anything but we
[00:33:40] conducted initial sweeps I think
[00:33:42] starting shortly after our initial conf
[00:33:44] I'm going to thank you I do want to uh
[00:33:47] share that we have a plan and we have
[00:33:49] been implementing that plan one of those
[00:33:51] plans is that we have swept all of these
[00:33:55] areas the word swept means have put
[00:33:58] officers out there as a grid walking
[00:34:01] down the streets every street in the
[00:34:04] French Quarter looking for
[00:34:07] suspicious packages
[00:34:09] bags ice chest you name it and they have
[00:34:13] been walking it as a grid we've been
[00:34:15] doing the same thing on pyris and all
[00:34:18] the accesses into the Super doome part
[00:34:21] of the safety plan is we have bomb dogs
[00:34:24] out there sweeping the super doome and
[00:34:27] all the exterior area and we're locking
[00:34:29] that down that will be locked down
[00:34:33] through the game tomorrow so that's a
[00:34:35] part of that safety plan and we've
[00:34:38] already been implementing it okay thank
[00:34:41] you all coming question back here for
[00:34:43] the governor on the MTS how many MTS
[00:34:46] will be deployed to the right now
[00:34:47] there's a I think it's a general fre 100
[00:34:49] 100 100 and
[00:34:51] Y all right thank you all so much thank
[00:34:54] you what gives you the confidence
[00:34:55] tomorrow night it'll be safe I'm going
[00:34:57] to be there me too
