[00:00:03] You're telling me that there are
[00:00:05] companies that are listed that receive
[00:00:09] transportation payments that don't
[00:00:10] exist.
[00:00:13] When I say they don't exist, all they
[00:00:16] are is registered with the state of
[00:00:18] Minnesota. They're a slip of paper. They
[00:00:20] don't exist. They have no office. They
[00:00:22] have no assets.
[00:00:23] >> So, it's a it's a scam.
[00:00:24] >> It's a total scam.
[00:00:25] >> So, here's to the people of Minnesota.
[00:00:27] your governor, you better answer these
[00:00:30] questions.
[00:00:31] What can we do? We can get you here and
[00:00:35] hold you accountable for the programs
[00:00:37] you're running in Minnesota. Miss
[00:00:39] Robbins, are you here to tell me that
[00:00:41] the system in Minnesota is broken and
[00:00:44] you're having a hard time getting people
[00:00:45] to help you?
[00:00:47] >> Thank you. The system is absolutely
[00:00:49] broken. There are fraud on multiple
[00:00:51] levels. There are failures of internal
[00:00:54] controls and finding your state
[00:00:57] >> has not been responsive.
[00:00:59] >> No, they have actively I would say uh
[00:01:03] harmed whistleblowers who tried to uh
[00:01:05] point it out and they have tried to shut
[00:01:07] down investigations.
[00:01:08] >> You said fake meals for fake kids.
[00:01:11] >> Yes. Uh would it help if you had to
[00:01:14] biometrically identify uh recipients of
[00:01:17] aid that they'd have to
[00:01:20] be a biometrically identified to prove
[00:01:21] they exist?
[00:01:23] >> I think it certainly would help. I'm I'm
[00:01:25] a privacy advocate, so I'd want to
[00:01:27] understand the details of
[00:01:28] >> Well, number one, prove you exist.
[00:01:31] >> Yes, prove you exist. Like very basic.
[00:01:33] >> That's not That's not a privacy problem.
[00:01:35] If I'm going to give you money, is it
[00:01:37] too much to ask that you prove you
[00:01:39] exist?
[00:01:39] >> No. That's why we need documentation.
[00:01:41] >> That's coming,
[00:01:42] >> not at testation.
[00:01:43] >> We're going to fix this.
[00:01:47] It's coming. We're not going to sit on
[00:01:49] the sidelines and watch billions of
[00:01:51] dollars go to organizations that don't
[00:01:54] exist,
[00:01:56] rows of daycare facilities that don't
[00:01:59] provide daycare.
[00:02:01] It's in Minnesota.
[00:02:03] Bless you both trying to fix it. Is
[00:02:06] there any doubt, Mr. Hulk
[00:02:11] to the extent of the problem that is
[00:02:13] billions in Minnesota.
[00:02:16] >> Again, we don't know what the number is
[00:02:17] going to be. It's going to be I it could
[00:02:20] be 80 billion if you go back.
[00:02:21] >> You just don't know.
[00:02:22] >> I we we don't know. But to the point
[00:02:25] about politicians knowing, so I filed a
[00:02:28] criminal complaint against Governor
[00:02:30] Walls for violating the law for not
[00:02:32] reporting. just I think when you ask the
[00:02:36] Medicaid services in in Minnesota
[00:02:39] tell us who you give money to that's not
[00:02:41] unreasonable. So what I would think this
[00:02:44] committee should do quite frankly is
[00:02:46] that we should ask for an accounting
[00:02:52] when Minnesota sends pay uh wants to get
[00:02:56] reimbured for SNAP benefits. Are you
[00:02:58] familiar with the SNAP program?
[00:02:59] >> Yes sir. Do you have to provide names
[00:03:01] who got the benefits or they just give
[00:03:03] you a number?
[00:03:05] >> My understanding is that there is a list
[00:03:07] um and the federal government is trying
[00:03:08] to get it from Minnesota.
[00:03:10] >> Well, I'm I'm telling you we can't.
[00:03:12] >> Right. They're they're stonewalling.
[00:03:14] >> That's right. They're stonewalling,
[00:03:16] taxpayers,
[00:03:18] minority taxpayers.
[00:03:21] No matter what the color of your skin,
[00:03:23] you work hard for your money. and the
[00:03:26] people at the top in Minnesota are
[00:03:29] trying to perpetuate the fraud. In my
[00:03:31] view, you can say what you want to about
[00:03:33] Trump. That's not why we're here. Seems
[00:03:36] to me that we would want to make sure
[00:03:39] that a transportation company on paper
[00:03:42] actually exist.
[00:03:44] It seems to me that if we want to feed a
[00:03:46] kid, they actually exist.
[00:03:49] And you know what? They're not giving us
[00:03:52] the data to prove that they actually
[00:03:54] exist.
[00:03:55] So, how in the world can we as the
[00:03:59] federal government allow this to
[00:04:01] continue? We are not. Mr. Robinson, are
[00:04:05] you begging us to help you?
[00:04:06] >> Yes. And we're grateful for the help
[00:04:08] that's come recently from the Trump
[00:04:09] administration and from our partners
[00:04:11] here in these committees.
[00:04:12] >> Mr. Hulk, are you begging this committee
[00:04:14] to help you?
[00:04:15] >> Yes.
[00:04:17] >> Message received. Mr. Weissman, I don't
[00:04:19] want to waste your time or mine. Bottom
[00:04:22] line is we're going to find a way to
[00:04:25] help the taxpayer. I don't mind. I like
[00:04:29] feeding kids who are hungry and can't
[00:04:31] afford to get a meal unless they get one
[00:04:33] at school. I don't mind helping Medicaid
[00:04:36] people to get to where they want to go.
[00:04:38] I do mind when we're getting ripped off.
[00:04:42] And to the leadership of Minnesota, your
[00:04:46] day is coming. And if you think it's
[00:04:48] just Minnesota,
[00:04:51] Senator Corn, you're right. It's
[00:04:52] everywhere. And we're going to find it.
[00:04:55] That's the least we can do
[00:04:58] as managers of these programs. God bless
[00:05:00] you all.
