[00:00:00] Mr. President, it's time to give victims
[00:00:02] and parents the right that every other
[00:00:05] American has, which is to get into court
[00:00:08] and to have their day in court and to
[00:00:11] protect their children. This bill
[00:00:13] doesn't touch encryption. It doesn't
[00:00:15] vindic it doesn't destroy privacy
[00:00:17] rights. It protects all of those things,
[00:00:20] but above all, it protects children. It
[00:00:22] protects our children online. And it is
[00:00:24] long overdue. I'll just finish with
[00:00:26] this. I wish I could persuade my
[00:00:29] colleague, who I think will soon object,
[00:00:30] to agree with us on this, but I I
[00:00:33] certainly respect his view. The scandal
[00:00:35] is not that one or two or 10 or 20
[00:00:37] senators would take a different point of
[00:00:38] view. That's fine. The real scandal here
[00:00:40] is this bill cannot get a vote on the
[00:00:44] floor of this Senate. It passed
[00:00:46] unanimously, not once, but twice out of
[00:00:50] committee. Unanimously
[00:00:52] out of the Judiciary Committee of the
[00:00:54] United States. And now for years in a
[00:00:56] row, it can't get so much as a vote on
[00:01:00] the floor of the Senate. That's why
[00:01:01] Senator Durban is here today. That's why
[00:01:03] I'm here today. That is a scandal, Mr.
[00:01:05] President. It is absolutely
[00:01:07] indefensible.
[00:01:09] I haven't heard a word of explanation,
[00:01:10] but I know the reason. The reason is the
[00:01:13] big tech companies are opposed to it.
[00:01:14] And the reason for that is the big tech
[00:01:16] companies would lose money. And they
[00:01:18] will spend no amount of money. There'll
[00:01:20] be no limit to what they will spend to
[00:01:23] stop legislation they don't want from
[00:01:24] moving on this floor. It's time this
[00:01:26] body demonstrated its independence. It's
[00:01:28] time this body demonstrated our loyalty
[00:01:30] to the people who put us here, not the
[00:01:32] loyalty to the corporations who write
[00:01:34] the checks and call the shots and run
[00:01:36] the TV ads and make their threats in
[00:01:38] their campaign contributions. That's
[00:01:40] enough of that. It doesn't say we the
[00:01:42] corporations in our constitution. It
[00:01:44] says we the people. And it's time for
[00:01:46] the people to have their say. It's time
[00:01:48] for this body to vindicate their rights.
[00:01:50] It's time for us to vote on this bill.
