[00:00:07] Welcome to Davos again. Uh dear [00:00:10] President uh Sinski, Mr. President, it [00:00:14] is really my great honor to welcome you [00:00:16] back to Davos. This week, Ukraine and [00:00:21] its people once again endured deadly [00:00:24] attacks by Russia. We are approaching [00:00:28] four years since the beginning of the [00:00:30] fullscale invasion of Ukraine, the [00:00:33] largest European conflict since World [00:00:35] War II. [00:00:37] Mr. President, you have led your country [00:00:40] through one of the most consequential [00:00:42] periods in modern European history. [00:00:46] Under extraordinary circumstances, [00:00:49] Ukraine continues to defend its [00:00:52] sovereignity, its democracy, and its [00:00:55] people while engaging the international [00:00:59] community on questions that extend far [00:01:01] beyond its border. the future of [00:01:04] security in Europe, the resilience of [00:01:07] democratic societies, [00:01:10] the state of the rules-based [00:01:11] international order, and the cost of [00:01:14] inaction in the face of aggression. [00:01:18] In recent months, the United States has [00:01:21] taken a central role in advancing [00:01:24] diplomatic efforts aimed at ending the [00:01:26] war, working closely with Kiev and [00:01:29] European partners. These efforts have [00:01:32] resulted in a comprehensive 20point [00:01:34] peace plan aimed at laying the [00:01:37] foundation for a [00:01:41] >> got a great business idea. These [00:01:53] efforts, as I mentioned, reflect the [00:01:55] sustained push grounded in shared values [00:01:59] and strategic cooperation to reach and [00:02:01] negotiate its resolution that respects [00:02:04] Ukraine's territorial integrity and [00:02:07] long-term security. [00:02:09] It's in this spirit of cooperation and [00:02:12] with the urgency for peace that we [00:02:14] welcome today a leader whose courage and [00:02:18] commitment continue to shape the world. [00:02:22] continues to shape the path forward. I [00:02:26] think you see, Mr. President, that we're [00:02:28] all ready for your speech and that you [00:02:30] also chose to come uh here in Davos [00:02:34] during a very difficult time for you and [00:02:36] your people. Welcome, Mr. PRESIDENT. [00:02:43] [applause] [00:02:49] Thank you very much. [00:02:53] Dear friends, [00:02:57] everyone remembers the great uh American [00:03:00] film Groundhog Day with Bill Murray and [00:03:04] Andy McDonald. [00:03:07] Yes. But no one would want to live like [00:03:10] that. Repeating the same thing for [00:03:14] weeks, months, and of course for years. [00:03:17] And yet that's exactly how we like how [00:03:22] we live now. And it's our life. And [00:03:27] every form like this one proves it. [00:03:31] Just last year here in Davos, I ended my [00:03:36] speech with the words, "Europe needs to [00:03:40] know how to defend itself." [00:03:43] A year has passed and nothing has [00:03:47] changed. [00:03:49] We are still in a situation where I must [00:03:51] say the same words. [00:03:54] But but why? The answer is not just [00:03:58] about the threats that exist or may [00:04:02] appear each year brings something new [00:04:05] for Europe and for the world. [00:04:09] Everyone turned attention to Greenland [00:04:14] and it's clear most leaders simply are [00:04:17] not sure what to do about it. [00:04:20] And it seems like everyone is just [00:04:23] waiting for America to cool down on this [00:04:27] topic hoping it will pass away. But what [00:04:30] if will not? What then? The world has [00:04:35] not helped enough the Iranian people and [00:04:38] it's true. It has stood aside. In [00:04:42] Europe, there was Christmas and New Year [00:04:46] celebrations, [00:04:48] the seasonal holidays. By the time [00:04:50] politicians came back to work and [00:04:53] started forming a position, the [00:04:57] Ayatala has already killed thousands. [00:05:02] And what will Iran become after this [00:05:05] bloodshed? [00:05:06] If the regime survives, it sends a clear [00:05:09] signal to every bully. Kill enough [00:05:12] people and you stay in power. [00:05:17] Who in Europe needs that message to [00:05:20] become a reality? And yet Europe hasn't [00:05:23] even tried to build its own response. [00:05:27] Let's look at the Western Hemisphere. [00:05:30] President Trump led an operation in [00:05:32] Venezuela and Madura was arrested and [00:05:36] there were different opinions about it [00:05:39] but the fact remains Madura is on trial [00:05:43] in New York. Sorry, but Putin is not on [00:05:46] trial. [00:05:48] And this is the fourth year of the [00:05:51] biggest war in Europe since World War [00:05:53] II. And the man who started it is not [00:05:56] only free, he is still fighting for his [00:05:59] frozen money in Europe. [00:06:02] And you know what? [00:06:04] He is having some success. It's true. [00:06:06] It's Putin who is trying to decide how [00:06:09] the frozen Russian asses should be used, [00:06:13] not those who have the power to punish [00:06:15] him for this war. Thankfully, the EU [00:06:18] decided to freeze Russian assets [00:06:21] indefinitely, and I'm grateful for that. [00:06:23] Thanks, Ursula. Thanks, Antonio, and all [00:06:26] the leaders who helped. But when the [00:06:28] time came to you, those assets to defend [00:06:32] against Russian aggression, the decision [00:06:35] was blocked. [00:06:37] Putin managed this, yes, managed to stop [00:06:41] Europe, unfortunately. [00:06:44] Next point. [00:06:46] Because of the America's position, [00:06:47] people are now avoiding the topic of the [00:06:50] International [00:06:51] Criminal Court. [00:06:53] And that's understandable. It's American [00:06:56] historical position. But at the same [00:06:58] time, there is still no real progress on [00:07:02] establishing a special tribunal for [00:07:04] Russian aggression against Ukraine, [00:07:08] against the Ukrainian people. And we [00:07:10] have an agreement. It's true. Many [00:07:13] meetings have taken place, but still [00:07:15] Europe hasn't reached even the point of [00:07:18] having a home for the tribunal with [00:07:21] stuff and actual work happening inside. [00:07:26] What's missing [clears throat] [00:07:28] time or political will? Too often in [00:07:32] Europe, something else is always more [00:07:34] urgent than justice. [00:07:37] Right now we are working actively with [00:07:39] partners on security guarantees and I'm [00:07:43] grateful for that. But those those are [00:07:46] for after the war ends. [00:07:50] Once the ceasefire begins there will be [00:07:54] contigions and join patrols and partner [00:07:57] flags on Ukrainian soil. And that is [00:08:00] very good step and the right signal that [00:08:04] UK and France are ready to actually [00:08:07] commit their forces on the ground and [00:08:09] there is already a fierce agreement on [00:08:11] that. Thank you K. Thanks Emanuel and [00:08:15] all the leaders in our coalition and we [00:08:17] are doing everything to make sure that [00:08:19] our coalition of the truly becomes a [00:08:23] coalition of action. And again, everyone [00:08:26] is very positive, but always buts. But [00:08:30] but the backs stop of President Trump is [00:08:33] needed. And again, no security [00:08:36] guarantees work without the US. [00:08:40] But what about the ceasefire itself? [00:08:44] Who can help make it happen? [00:08:48] Europe loves to discuss the future, but [00:08:50] avoids taking action today. action that [00:08:54] defines what kind of future we will [00:08:56] have. That is the problem. Why can [00:09:00] President Trump stop tankers from the [00:09:02] shadow of lead and seize oil but Europe [00:09:06] doesn't [00:09:07] Russian oil is being transported right [00:09:11] along European shores. That oil funds [00:09:14] the war against Ukraine. That oil helps [00:09:18] disabilize Europe. So Russian oil must [00:09:21] be stopped and confiscated and sold for [00:09:25] Europe's benefit. Why not? If Putin has [00:09:30] no money, [00:09:32] there is no war for Europe. If Europe [00:09:34] has money, then it can protect its [00:09:38] people. Right now those tankers are [00:09:40] making money for Putin. And that means [00:09:43] that means Russia continues to push its [00:09:45] sick agenda. [00:09:47] Next point. [00:09:50] I've said it before and I'll repeat it [00:09:52] again. Europe needs united armed forces. [00:09:56] Forces that can truly defend Europe. [00:09:59] Today, Europe relies only on the belief [00:10:03] that if danger comes, NATO will act. [00:10:07] But no one has really seen the alliance [00:10:11] in action. If Putin decides to take [00:10:14] Lithuania or strike Poland, who will [00:10:18] respond? [00:10:20] Who will respond? Right now, NATO exists [00:10:23] thanks to believe that the United States [00:10:27] will act, that it will not stand aside [00:10:31] and will help. But what if it doesn't? [00:10:37] Believe me, this question either is [00:10:40] everywhere in the minds of every [00:10:43] European leader and some try to get [00:10:46] closer to President Trump. It's true. [00:10:49] Some wait hoping the problem will [00:10:51] disappear. [00:10:53] Some have started acting, investing in [00:10:56] weapons production and etc. building [00:10:58] partnerships, getting public support for [00:11:00] higher defense spending. But let's [00:11:03] remember until America pressured Europe [00:11:07] to spend more on defense, most countries [00:11:09] were not even trying to reach 5% of GDP, [00:11:13] the minimum needed to ensure security. [00:11:16] Europe needs to know how to defend [00:11:19] itself. [00:11:22] And if you send 40 or 40 soldiers to [00:11:28] Greenland, [00:11:32] what is that for? [00:11:35] What message does it send? [00:11:39] What's the message to Putin, to China? [00:11:44] And even more importantly, what message [00:11:47] does it send to Denmark? [00:11:50] the most important your close ally. [00:11:55] You either declare that European bases [00:11:57] will protect the region from Russia and [00:11:59] China and establish those bases or you [00:12:03] risk not being taken seriously because [00:12:06] or soldiers will not protect anything. [00:12:10] And we know what to do if Russian [00:12:13] warships are sailing freely around [00:12:15] Greenland. Ukraine can help. We have the [00:12:19] expertise [00:12:21] and weapons to ensure not one of those [00:12:24] ships remains. They can sink near [00:12:27] Greenland just as they do near Crimea. [00:12:31] No problem. We have the tools and we [00:12:34] have people for us. The sea is not the [00:12:36] first line of defense. So we can take [00:12:39] actions and we know how to fight there [00:12:42] if we were asked and if Ukraine were in [00:12:46] NATO. [00:12:48] But we are not. [00:12:51] We will solve this problem with Russian [00:12:53] ships. [00:12:55] As for Iran, everyone is waiting to see [00:12:59] what America will do. And the world [00:13:02] offers nothing. Europe offers nothing [00:13:04] and doesn't want to enter this issue at [00:13:07] the supporter of the Iranian people and [00:13:09] the democracy they need. But when you [00:13:13] refuse to help a people fighting for [00:13:15] freedom, the consequences return and [00:13:18] they are always negative. Belarus in [00:13:22] 2020 [00:13:24] is the example. No one helped their [00:13:26] people and now Russian [00:13:30] or ethnic missiles are deployed in Barus [00:13:34] within range of most European capitals. [00:13:38] That would not have happened if the [00:13:40] Bellar Russian people had won in 2020. [00:13:45] And we have told our European partners [00:13:47] multiple times, act now. Act now against [00:13:51] those missiles in Belarus. Missiles are [00:13:54] never just decoration. But Europe still [00:13:58] remains in Greenland mode. [00:14:02] Maybe someday someone will do something. [00:14:08] The issue of Russian oil is the same. [00:14:11] It's good that many sanctions exist. [00:14:14] Russian oil is getting cheaper, but the [00:14:16] flow has not stopped. And Russian [00:14:21] company that fund Putin's war machine [00:14:24] are still working. And that will not [00:14:27] change that will not change without more [00:14:30] sanctions. And we are grateful for all [00:14:32] the pressure put on the aggressor. But [00:14:35] let's be honest, Europe must do more so [00:14:39] it sanctions block enemies as [00:14:41] effectively as American sanctions. Why [00:14:44] is that important? Because if Europe is [00:14:47] not seen as a global force, if its [00:14:50] actions don't scare bad actors, then [00:14:53] Europe will always be reacting, catching [00:14:56] up with new dangers and attacks. [00:15:01] We we all see that the forces trying to [00:15:04] destroy Europe [00:15:06] do not face a single day. They operate [00:15:10] freely even even operate inside Europe. [00:15:14] Every victor [00:15:16] who lives off European money while [00:15:19] trying to sell out European interest [00:15:21] deserves a smack up upside the head. [00:15:27] And if he feels comfortable in Moscow, [00:15:30] it doesn't mean we should let European [00:15:32] capitals become little Moscows. We must [00:15:35] remember what separates Russia from all [00:15:38] of us. The most fundamental line of [00:15:42] conflict between Russia and Ukraine and [00:15:45] all of Europe is this. Russia fights to [00:15:50] devalue people to make sure that when [00:15:53] dictators want to destroy someone, they [00:15:56] can, [00:15:58] but they must lose power, not gain it. [00:16:02] For example, Russian missiles are [00:16:04] produced only because they are ways [00:16:07] there are ways to bypass sanctions. It's [00:16:10] true. Everyone sees how Russian tries to [00:16:13] freeze Ukrainians. Now our people [00:16:17] Ukrainians to death at -20° [00:16:21] C. [00:16:23] But Russia couldn't build any ballistic [00:16:26] or cruise missiles without critical [00:16:29] components from other countries. And [00:16:31] it's not just China. [00:16:35] Too often people hide behind the excuse [00:16:38] that China helps Russia. Yes, it does. [00:16:42] But not only China. Russia gets [00:16:46] components from companies in Europe, [00:16:50] the United States, [00:16:52] and Taiwan. [00:16:55] Right now, many are investing in [00:16:57] stability around Taiwan to avoid war. [00:17:00] But can Taiwanese companies stop [00:17:02] contributing [00:17:04] to Russia's war? [00:17:06] Europe says almost nothing. America says [00:17:10] nothing. and Putin makes missiles. [00:17:15] And I thank every country, of course, [00:17:17] and every company that helps Ukraine [00:17:19] repair it energy system. This is [00:17:21] crucial. Thank you to all who support [00:17:24] the Pearl program, helping us by Patriot [00:17:28] missiles. But wouldn't it be cheaper and [00:17:32] easier to just cut Russia off from the [00:17:36] components it needs for missiles [00:17:38] production? [00:17:40] or even destroy the factories making [00:17:42] them. Last year, most of the time was [00:17:46] spent [00:17:48] talking about long range weapons for [00:17:50] Ukraine [00:17:52] and everybody said that the solution was [00:17:55] biz within range. [00:18:00] Now no one is even talking about it but [00:18:05] Russian missiles and shahis are still [00:18:07] here and we still have the coordinates [00:18:11] of the factories where there are made [00:18:13] today they target Ukraine. [00:18:17] Tomorrow it could be any NATO country [00:18:20] and here in Europe we are advised not to [00:18:25] mention Tomahawks. [00:18:28] Not to mention Tamahawks to the [00:18:30] Americans, [00:18:33] not to spoil the mood. [00:18:37] And we are told not to bring up Taurus [00:18:40] missiles. [00:18:42] When the subject is Turkey, diplomats [00:18:45] say don't offend Greece. When it's [00:18:49] Greece, they say be careful with Turkey. [00:18:52] In Europe, there are endless internal [00:18:56] arguments and things left unsaid that [00:18:59] stop Europe from uniting and speaking [00:19:02] honestly enough to find real solutions. [00:19:05] And too often Europeans turn against [00:19:08] each other leaders, parties, movements, [00:19:11] and communities instead of standing [00:19:14] together to stop Russia, which brings [00:19:17] the same destruction to everyone. [00:19:20] Instead of becoming a truly global [00:19:22] power, Europe remains a beautiful but [00:19:26] fragmented caloscope of small and middle [00:19:29] powers. [00:19:31] Instead of taking the lead in defending [00:19:34] freedom worldwide, especially when [00:19:37] America's focus shifts elsewhere, [00:19:40] Europe looks lost trying to convince the [00:19:44] US president to change. [00:19:47] But he will not change. [00:19:50] President Trump loves who he is and he [00:19:54] says he loves Europe but he will not [00:19:58] listen to this kind of Europe. [00:20:01] One of the biggest problems in today's [00:20:04] Europe though it's not often talked [00:20:07] about is the mindset. Some European [00:20:12] leaders are from Europe but not always [00:20:15] for Europe. And Europe still feels more [00:20:18] like a geography, history, a tradition, [00:20:22] not a real political force, not a great [00:20:25] power. [00:20:26] Some Europeans are really strong. It's [00:20:29] true. But many say we must stand strong, [00:20:33] and they always want someone else to [00:20:35] tell them how long they need to stand [00:20:38] strong, [00:20:41] preferably until the next election. [00:20:45] But that's not how great power works to [00:20:48] my mind. Leaders say we must defend [00:20:52] European interests, but they hope [00:20:54] someone else will do it for them. And [00:20:56] speaking of values, they often mean [00:20:59] valless. They are all like we need we [00:21:03] need something to replace the old world [00:21:06] order with. But where is the line of [00:21:09] leaders who are ready to act? act now on [00:21:14] land, in the air, at the sea to build a [00:21:17] new global order. You can't build the [00:21:20] new world order out of words. Only [00:21:23] actions create real order. Today, [00:21:26] America has launched the board of peace. [00:21:30] Ukraine was invited. So was Russia, [00:21:33] Belarus. Though the war hasn't stopped [00:21:39] and there is not even a ceasefire and [00:21:43] you have seen who joined [00:21:46] everyone had their reasons but here is [00:21:49] the thing Europe hasn't even formed [00:21:55] a united position on the American idea. [00:21:58] Maybe tonight when the European Council [00:22:00] meets, they will decide something. But [00:22:04] the documents were already signed this [00:22:06] morning and tonight they might also [00:22:08] finally decide something on Greenland. [00:22:11] But last night, Mark Ruda had spoken to [00:22:14] President Trump. Thank you, Mark, for [00:22:16] your productiveness. [00:22:18] America is already changing its [00:22:20] position, but nobody knows exactly how. [00:22:24] So things move faster than we. things [00:22:28] move faster than Europe. And how can [00:22:30] Europe keep up? Dear friends, we should [00:22:34] not degrade ourselves to secondary [00:22:37] roles, not when we have a chance to be a [00:22:40] great power together. We should not [00:22:43] accept that Europe is just a salad of [00:22:46] small and middle powers seasoned with [00:22:49] enemies of Europe. When united, we are [00:22:52] truly invincible. [00:22:55] And Europe can and must be a global [00:22:58] force. [00:23:00] Not one that reacts late, but one that [00:23:03] defines the future [00:23:06] that would help everyone from the Middle [00:23:08] East to every other region in the world. [00:23:12] That would help Europe itself. Because [00:23:14] the challenges we face now are [00:23:16] challenges to the European way of life [00:23:19] where people matter, where nations [00:23:23] matter. Europe can help build a better [00:23:27] world. Europe must build a better world [00:23:32] and a world without war, of course. But [00:23:36] for that, Europe needs strength. For [00:23:40] that, we must act together and act in [00:23:43] time. And most of all, we must have the [00:23:46] courage to act. And we are actively [00:23:48] working to reach solutions, real [00:23:50] solutions. Today we met with President [00:23:53] Trump and our teams are working almost [00:23:56] every day. It's not simple. The [00:24:00] documents aimed at ending this war are [00:24:04] nearly nearly ready and that really [00:24:08] matters. Ukraine is working with full [00:24:11] honesty and determination and that [00:24:13] brings results and Russia must become [00:24:16] ready too to finish this war to stop [00:24:19] this aggression, Russian aggression, [00:24:22] Russian war against us. So the pressure [00:24:25] must be strong enough and the support [00:24:27] for Ukraine must grow even stronger. Our [00:24:31] previous meetings with president of the [00:24:34] United States brought us air defense [00:24:36] missiles and thanks Europeans they [00:24:39] helped also and today we also spoke [00:24:41] about the protecting the skies which [00:24:44] means protecting lives of course and I [00:24:47] hope America will continue to stand with [00:24:50] us and [00:24:52] Europe must be strong and Ukraine is [00:24:57] ready to help with anything needed to [00:25:00] guarantee peace and prevent destruction. [00:25:03] We are ready to help others become [00:25:05] stronger than they are now. We are ready [00:25:08] to be part of a Europe that truly [00:25:11] matters. A Europe of real power, great [00:25:14] power. [00:25:17] Today, we need that power to protect our [00:25:19] own independence. But you need Ukraine's [00:25:23] independence, too, because tomorrow you [00:25:25] may have to defend your way of life. [00:25:30] And when Ukraine is with you, no one [00:25:32] will wipe their feet on you. And you [00:25:37] will always have a way to act and act in [00:25:40] time. [00:25:42] This is very important. Acting time. [00:25:45] Dear friends, today is one of the last [00:25:48] days of Davos, though definitely not the [00:25:51] last Davos, of course, and everyone [00:25:55] agrees on that. And many people believe [00:25:58] that somehow things will work out on [00:26:02] their own. But we cannot rely on somehow [00:26:07] for real security. Faith is not is not [00:26:12] enough. Faith in a partner in a lucky [00:26:16] torn of events. No [00:26:19] intellectual discussions are capable of [00:26:23] stopping wars. We need action. [00:26:27] World order comes from action and we [00:26:30] just need the courage to act. Without [00:26:33] action now there is no there is no there [00:26:37] is no tomorrow. This week, Ukraine and [00:00:21] its people once again endured deadly [00:00:24] attacks by Russia. We are approaching [00:00:28] four years since the beginning of the [00:00:30] fullscale invasion of Ukraine, the [00:00:33] largest European conflict since World [00:00:35] War II. [00:00:37] Mr. President, you have led your country [00:00:40] through one of the most consequential [00:00:42] periods in modern European history. [00:00:46] Under extraordinary circumstances, [00:00:49] Ukraine continues to defend its [00:00:52] sovereignity, its democracy, and its [00:00:55] people while engaging the international [00:00:59] community on questions that extend far [00:01:01] beyond its border. the future of [00:01:04] security in Europe, the resilience of [00:01:07] democratic societies, [00:01:10] the state of the rules-based [00:01:11] international order, and the cost of [00:01:14] inaction in the face of aggression. [00:01:18] In recent months, the United States has [00:01:21] taken a central role in advancing [00:01:24] diplomatic efforts aimed at ending the [00:01:26] war, working closely with Kiev and [00:01:29] European partners. These efforts have [00:01:32] resulted in a comprehensive 20point [00:01:34] peace plan aimed at laying the [00:01:37] foundation for a [00:01:41] >> got a great business idea. I [00:02:26] think you see, Mr. President, that we're [00:02:28] all ready for your speech and that you [00:02:30] also chose to come uh here in Davos [00:02:34] during a very difficult time for you and [00:02:36] your people. Welcome, Mr. PRESIDENT. [00:02:43] [applause] [00:02:49] Thank you very much. [00:02:53] Dear friends, [00:02:57] everyone remembers the great uh American [00:03:00] film Groundhog Day with Bill Murray and [00:03:04] Andy McDonald. [00:03:07] Yes. But no one would want to live like [00:03:10] that. Repeating the same thing for [00:03:14] weeks, months, and of course for years. [00:03:17] And yet that's exactly how we like how [00:03:22] we live now. And it's our life. And [00:03:27] every form like this one proves it. [00:03:31] Just last year here in Davos, I ended my [00:03:36] speech with the words, "Europe needs to [00:03:40] know how to defend itself." [00:03:43] A year has passed and nothing has [00:03:47] changed. [00:03:49] We are still in a situation where I must [00:03:51] say the same words. [00:03:54] But but why? The answer is not just [00:03:58] about the threats that exist or may [00:04:02] appear each year brings something new [00:04:05] for Europe and for the world. [00:04:09] Everyone turned attention to Greenland [00:04:14] and it's clear most leaders simply are [00:04:17] not sure what to do about it. [00:04:20] And it seems like everyone is just [00:04:23] waiting for America to cool down on this [00:04:27] topic hoping it will pass away. But what [00:04:30] if will not? What then? The world has [00:04:35] not helped enough the Iranian people and [00:04:38] it's true. It has stood aside. In [00:04:42] Europe, there was Christmas and New Year [00:04:46] celebrations, [00:04:48] the seasonal holidays. By the time [00:04:50] politicians came back to work and [00:04:53] started forming a position, the [00:04:57] Ayatala has already killed thousands. [00:05:02] And what will Iran become after this [00:05:05] bloodshed? [00:05:06] If the regime survives, it sends a clear [00:05:09] signal to every bully. Kill enough [00:05:12] people and you stay in power. [00:05:17] Who in Europe needs that message to [00:05:20] become a reality? And yet Europe hasn't [00:05:23] even tried to build its own response. [00:05:27] Let's look at the Western Hemisphere. [00:05:30] President Trump led an operation in [00:05:32] Venezuela and Madura was arrested and [00:05:36] there were different opinions about it [00:05:39] but the fact remains Madura is on trial [00:05:43] in New York. Sorry, but Putin is not on [00:05:46] trial. [00:05:48] And this is the fourth year of the [00:05:51] biggest war in Europe since World War [00:05:53] II. And the man who started it is not [00:05:56] only free, he is still fighting for his [00:05:59] frozen money in Europe. [00:06:02] And you know what? [00:06:04] He is having some success. It's true. [00:06:06] It's Putin who is trying to decide how [00:06:09] the frozen Russian asses should be used, [00:06:13] not those who have the power to punish [00:06:15] him for this war. Thankfully, the EU [00:06:18] decided to freeze Russian assets [00:06:21] indefinitely, and I'm grateful for that. [00:06:23] Thanks, Ursula. Thanks, Antonio, and all [00:06:26] the leaders who helped. But when the [00:06:28] time came to you, those assets to defend [00:06:32] against Russian aggression, the decision [00:06:35] was blocked. [00:06:37] Putin managed this, yes, managed to stop [00:06:41] Europe, unfortunately. [00:06:44] Next point. [00:06:46] Because of the America's position, [00:06:47] people are now avoiding the topic of the [00:06:50] International [00:06:51] Criminal Court. [00:06:53] And that's understandable. It's American [00:06:56] historical position. But at the same [00:06:58] time, there is still no real progress on [00:07:02] establishing a special tribunal for [00:07:04] Russian aggression against Ukraine, [00:07:08] against the Ukrainian people. And we [00:07:10] have an agreement. It's true. Many [00:07:13] meetings have taken place, but still [00:07:15] Europe hasn't reached even the point of [00:07:18] having a home for the tribunal with [00:07:21] stuff and actual work happening inside. [00:07:26] What's missing [clears throat] [00:07:28] time or political will? Too often in [00:07:32] Europe, something else is always more [00:07:34] urgent than justice. [00:07:37] Right now we are working actively with [00:07:39] partners on security guarantees and I'm [00:07:43] grateful for that. But those those are [00:07:46] for after the war ends. [00:07:50] Once the ceasefire begins there will be [00:07:54] contigions and join patrols and partner [00:07:57] flags on Ukrainian soil. And that is [00:08:00] very good step and the right signal that [00:08:04] UK and France are ready to actually [00:08:07] commit their forces on the ground and [00:08:09] there is already a fierce agreement on [00:08:11] that. Thanks Emanuel and [00:08:15] all the leaders in our coalition and we [00:08:17] are doing everything to make sure that [00:08:19] our coalition of the truly becomes a [00:08:23] coalition of action. And again, everyone [00:08:26] is very positive, but always buts. But [00:08:30] but the backs stop of President Trump is [00:08:33] needed. And again, no security [00:08:36] guarantees work without the US. [00:08:40] But what about the ceasefire itself? [00:08:44] Who can help make it happen? [00:08:48] Europe loves to discuss the future, but [00:08:50] avoids taking action today. action that [00:08:54] defines what kind of future we will [00:08:56] have. That is the problem. Why can [00:09:00] President Trump stop tankers from the [00:09:02] shadow of lead and seize oil but Europe [00:09:06] doesn't [00:09:07] Russian oil is being transported right [00:09:11] along European shores. That oil funds [00:09:14] the war against Ukraine. That oil helps [00:09:18] disabilize Europe. So Russian oil must [00:09:21] be stopped and confiscated and sold for [00:09:25] Europe's benefit. Why not? If Putin has [00:09:30] no money, [00:09:32] there is no war for Europe. If Europe [00:09:34] has money, then it can protect its [00:09:38] people. Right now those tankers are [00:09:40] making money for Putin. And that means [00:09:43] that means Russia continues to push its [00:09:45] sick agenda. [00:09:47] Next point. [00:09:50] I've said it before and I'll repeat it [00:09:52] again. Europe needs united armed forces. [00:09:56] Forces that can truly defend Europe. [00:09:59] Today, Europe relies only on the belief [00:10:03] that if danger comes, NATO will act. [00:10:07] But no one has really seen the alliance [00:10:11] in action. If Putin decides to take [00:10:14] Lithuania or strike Poland, who will [00:10:18] respond? [00:10:20] Who will respond? Right now, NATO exists [00:10:23] thanks to believe that the United States [00:10:27] will act, that it will not stand aside [00:10:31] and will help. But what if it doesn't? [00:10:37] Believe me, this question either is [00:10:40] everywhere in the minds of every [00:10:43] European leader and some try to get [00:10:46] closer to President Trump. It's true. [00:10:49] Some wait hoping the problem will [00:10:51] disappear. [00:10:53] Some have started acting, investing in [00:10:56] weapons production and etc. building [00:10:58] partnerships, getting public support for [00:11:00] higher defense spending. But let's [00:11:03] remember until America pressured Europe [00:11:07] to spend more on defense, most countries [00:11:09] were not even trying to reach 5% of GDP, [00:11:13] the minimum needed to ensure security. [00:11:16] Europe needs to know how to defend [00:11:19] itself. [00:11:22] And if you send 40 or 40 soldiers to [00:11:28] Greenland, [00:11:32] what is that for? [00:11:35] What message does it send? [00:11:39] What's the message to Putin, to China? [00:11:44] And even more importantly, what message [00:11:47] does it send to Denmark? [00:11:50] the most important your close ally. [00:11:55] You either declare that European bases [00:11:57] will protect the region from Russia and [00:11:59] China and establish those bases or you [00:12:03] risk not being taken seriously because [00:12:06] or soldiers will not protect anything. [00:12:10] And we know what to do if Russian [00:12:13] warships are sailing freely around [00:12:15] Greenland. Ukraine can help. We have the [00:12:19] expertise [00:12:21] and weapons to ensure not one of those [00:12:24] ships remains. They can sink near [00:12:27] Greenland just as they do near Crimea. [00:12:31] No problem. We have the tools and we [00:12:34] have people for us. The sea is not the [00:12:36] first line of defense. So we can take [00:12:39] actions and we know how to fight there [00:12:42] if we were asked and if Ukraine were in [00:12:46] NATO. [00:12:48] But we are not. [00:12:51] We will solve this problem with Russian [00:12:53] ships. [00:12:55] As for Iran, everyone is waiting to see [00:12:59] what America will do. And the world [00:13:02] offers nothing. Europe offers nothing [00:13:04] and doesn't want to enter this issue at [00:13:07] the supporter of the Iranian people and [00:13:09] the democracy they need. But when you [00:13:13] refuse to help a people fighting for [00:13:15] freedom, the consequences return and [00:13:18] they are always negative. Belarus in [00:13:22] 2020 [00:13:24] is the example. No one helped their [00:13:26] people and now Russian [00:13:30] or ethnic missiles are deployed in Barus [00:13:34] within range of most European capitals. [00:13:38] That would not have happened if the [00:13:40] Bellar Russian people had won in 2020. [00:13:45] And we have told our European partners [00:13:47] multiple times, act now. Act now against [00:13:51] those missiles in Belarus. Missiles are [00:13:54] never just decoration. But Europe still [00:13:58] remains in Greenland mode. [00:14:02] Maybe someday someone will do something. [00:14:08] The issue of Russian oil is the same. [00:14:11] It's good that many sanctions exist. [00:14:14] Russian oil is getting cheaper, but the [00:14:16] flow has not stopped. And Russian [00:14:21] company that fund Putin's war machine [00:14:24] are still working. And that will not [00:14:27] change that will not change without more [00:14:30] sanctions. And we are grateful for all [00:14:32] the pressure put on the aggressor. But [00:14:35] let's be honest, Europe must do more so [00:14:39] it sanctions block enemies as [00:14:41] effectively as American sanctions. Why [00:14:44] is that important? Because if Europe is [00:14:47] not seen as a global force, if its [00:14:50] actions don't scare bad actors, then [00:14:53] Europe will always be reacting, catching [00:14:56] up with new dangers and attacks. [00:15:01] We we all see that the forces trying to [00:15:04] destroy Europe [00:15:06] do not face a single day. They operate [00:15:10] freely even even operate inside Europe. [00:15:14] Every victor [00:15:16] who lives off European money while [00:15:19] trying to sell out European interest [00:15:21] deserves a smack up upside the head. [00:15:27] And if he feels comfortable in Moscow, [00:15:30] it doesn't mean we should let European [00:15:32] capitals become little Moscows. We must [00:15:35] remember what separates Russia from all [00:15:38] of us. The most fundamental line of [00:15:42] conflict between Russia and Ukraine and [00:15:45] all of Europe is this. Russia fights to [00:15:50] devalue people to make sure that when [00:15:53] dictators want to destroy someone, they [00:15:56] can, [00:15:58] but they must lose power, not gain it. [00:16:02] For example, Russian missiles are [00:16:04] produced only because they are ways [00:16:07] there are ways to bypass sanctions. It's [00:16:10] true. Everyone sees how Russian tries to [00:16:13] freeze Ukrainians. Now our people [00:16:17] Ukrainians to death at -20° [00:16:21] C. [00:16:23] But Russia couldn't build any ballistic [00:16:26] or cruise missiles without critical [00:16:29] components from other countries. And [00:16:31] it's not just China. [00:16:35] Too often people hide behind the excuse [00:16:38] that China helps Russia. Yes, it does. [00:16:42] But not only China. Russia gets [00:16:46] components from companies in Europe, [00:16:50] the United States, [00:16:52] and Taiwan. [00:16:55] Right now, many are investing in [00:16:57] stability around Taiwan to avoid war. [00:17:00] But can Taiwanese companies stop [00:17:02] contributing [00:17:04] to Russia's war? [00:17:06] Europe says almost nothing. America says [00:17:10] nothing. and Putin makes missiles. [00:17:15] And I thank every country, of course, [00:17:17] and every company that helps Ukraine [00:17:19] repair it energy system. This is [00:17:21] crucial. Thank you to all who support [00:17:24] the Pearl program, helping us by Patriot [00:17:28] missiles. But wouldn't it be cheaper and [00:17:32] easier to just cut Russia off from the [00:17:36] components it needs for missiles [00:17:38] production? [00:17:40] or even destroy the factories making [00:17:42] them. Last year, most of the time was [00:17:46] spent [00:17:48] talking about long range weapons for [00:17:50] Ukraine [00:17:52] and everybody said that the solution was [00:17:55] biz within range. [00:18:00] Now no one is even talking about it but [00:18:05] Russian missiles and shahis are still [00:18:07] here and we still have the coordinates [00:18:11] of the factories where there are made [00:18:13] today they target Ukraine. [00:18:17] Tomorrow it could be any NATO country [00:18:20] and here in Europe we are advised not to [00:18:25] mention Tomahawks. [00:18:28] Not to mention Tamahawks to the [00:18:30] Americans, [00:18:33] not to spoil the mood. [00:18:37] And we are told not to bring up Taurus [00:18:40] missiles. [00:18:42] When the subject is Turkey, diplomats [00:18:45] say don't offend Greece. When it's [00:18:49] Greece, they say be careful with Turkey. [00:18:52] In Europe, there are endless internal [00:18:56] arguments and things left unsaid that [00:18:59] stop Europe from uniting and speaking [00:19:02] honestly enough to find real solutions. [00:19:05] And too often Europeans turn against [00:19:08] each other leaders, parties, movements, [00:19:11] and communities instead of standing [00:19:14] together to stop Russia, which brings [00:19:17] the same destruction to everyone. [00:19:20] Instead of becoming a truly global [00:19:22] power, Europe remains a beautiful but [00:19:26] fragmented caloscope of small and middle [00:19:29] powers. [00:19:31] Instead of taking the lead in defending [00:19:34] freedom worldwide, especially when [00:19:37] America's focus shifts elsewhere, [00:19:40] Europe looks lost trying to convince the [00:19:44] US president to change. [00:19:47] But he will not change. [00:19:50] President Trump loves who he is and he [00:19:54] says he loves Europe but he will not [00:19:58] listen to this kind of Europe. [00:20:01] One of the biggest problems in today's [00:20:04] Europe though it's not often talked [00:20:07] about is the mindset. Some European [00:20:12] leaders are from Europe but not always [00:20:15] for Europe. And Europe still feels more [00:20:18] like a geography, history, a tradition, [00:20:22] not a real political force, not a great [00:20:25] power. [00:20:26] Some Europeans are really strong. It's [00:20:29] true. But many say we must stand strong, [00:20:33] and they always want someone else to [00:20:35] tell them how long they need to stand [00:20:38] strong, [00:20:41] preferably until the next election. [00:20:45] But that's not how great power works to [00:20:48] my mind. Leaders say we must defend [00:20:52] European interests, but they hope [00:20:54] someone else will do it for them. And [00:20:56] speaking of values, they often mean [00:20:59] valless. They are all like we need we [00:21:03] need something to replace the old world [00:21:06] order with.
