[00:03:37] Last year at this assembly, I warned the [00:03:41] world about the risk of radiation [00:03:44] disasters, especially due to Russia's [00:03:47] occupations of our Aboriginal nuclear [00:03:50] power plant, the biggest in Europe. But [00:03:53] nothing's changed. Nothing's. And [00:03:56] yesterday, the plant went into blackout [00:03:59] again. And Russia hasn't stopped selling [00:04:02] even in areas near a nuclear facility. [00:04:06] And because international because of [00:04:08] international institutions are too weak, [00:04:11] this madness continues. [00:07:20] She was brutally killed with a knife [00:07:23] here in America, the very country where [00:07:26] she was seeking refuge from Russia's [00:07:29] war. And almost every day when we open [00:07:32] the news, we see headlines about violent [00:07:37] attacks happening all around the world. [00:07:41] Most of it is done with weapons. People [00:07:45] are already used to, but weapons are [00:07:48] evolving faster than our ability to [00:07:51] defend ourselves. [00:07:54] Now there are tens of thousands of [00:07:56] people who know how to professionally [00:07:58] kill using drones. Stopping that kind of [00:08:02] attack is harder than stopping any gun, [00:08:06] knife or bomb. This is what Russia has [00:08:08] brought with its war. It used to be that [00:08:12] only the strongest countries could use [00:08:15] drones because they were expensive and [00:08:17] complex. People used to imagine that only [00:10:57] after a nuclear strike. Now it's drone [00:11:01] reality. [00:11:03] Mass-roduced simple drones and without [00:11:06] AI yet. Ukraine doesn't have the big fat [00:11:11] missiles dictators love to show off in [00:11:14] parades. But we do have drone that can [00:11:17] fly up to two 3,000 kilometers. We had [00:11:20] no choice but to build them to protect [00:11:24] our right to life. Control over the sea [00:11:27] used to depend on having a big navy. [00:11:29] Ukraine doesn't have a big fleet. But we [00:11:32] succeeded in the Black Sea. We pushed [00:11:35] what's left of the Russian Navy into [00:11:37] remote base and we did it with sea [00:11:41] drones. That's how we protect our ports [00:11:45] and maritime trade routes because Russia [00:11:48] has left us no other choice. And our [00:11:52] spiderworb operation when cheap drones [00:11:55] destroyed or damaged dozens of expensive [00:11:58] Russian strategic bombers became a real [00:12:01] example for special forces around the [00:12:03] world of what new weapons can do to old [00:12:08] systems. To protect lives, [00:12:41] we have to spend more on protecting [00:12:43] power stations from drone and missile [00:12:45] attacks than on building sports [00:12:48] facilities or cultural infrastructure. [00:12:51] Ukrainian farmers are learning how to [00:12:54] protect their equipment from Russia's [00:12:57] FPV drone strikes. And for them that [00:13:00] challenge is far greater than climate [00:13:02] change. Russia's war has put us in this [00:13:08] situation. But do you have protection [00:13:11] against similar threats? [00:13:13] The facts are simple. Stopping this war [00:13:16] now and with it the global arms race is [00:13:21] cheaper than building underground [00:13:23] kindergartens or massive bunkers for [00:13:25] critical infrastructure later. Stopping [00:13:28] Putin now is cheaper than trying to [00:13:31] protect every port and every ship from [00:13:34] terrorists with sea drones. So we must use everything we [00:13:50] have together to force the aggressor to [00:13:54] stop. And only then do we have a real [00:13:57] chance that this arms race will not end [00:14:00] in catastrophe for all of us. If it [00:14:04] takes weapons to do it, if it takes [00:14:06] pressure on Russia, then it must be done [00:14:10] and it must be done now. We pushed [00:11:35] what's left of the Russian Navy into [00:11:37] remote base and we did it with sea [00:11:41] drones. That's how we protect our ports [00:11:45] and maritime trade routes because Russia [00:11:48] has left us no other choice. And our [00:11:52] spiderworb operation when cheap drones [00:11:55] destroyed or damaged dozens of expensive [00:11:58] Russian strategic bombers became a real [00:12:01] example for special forces around the [00:12:03] world of what new weapons can do to old [00:12:08] systems. [00:12:09] These very Russian bombers attacked our [00:12:12] cities. And none of these would have [00:12:15] happened if Putin had not started this [00:12:19] full scale aggression, full-scale war. [00:12:22] And every year that this war goes on, [00:12:26] weapons become even more deadly. And [00:12:29] only Russia deserves to be blamed for [00:12:32] this. Dear leaders, to protect lives, [00:12:36] Ukraine builds underground schools and [00:12:38] underground hospitals. To protect lives, [00:12:41] we have to spend more on protecting [00:12:43] power stations from drone and missile [00:12:45] attacks than on building sports [00:12:48] facilities or cultural infrastructure. [00:12:51] Ukrainian farmers are learning how to [00:12:54] protect their equipment from Russia's [00:12:57] FPV drone strikes. And for them that [00:13:00] challenge is far greater than climate [00:13:02] change. Russia's war has put us in this [00:13:08] situation. But do you have protection [00:13:11] against similar threats? [00:13:13] The facts are simple. Stopping this war [00:13:16] now and with it the global arms race is [00:13:21] cheaper than building underground [00:13:23] kindergartens or massive bunkers for [00:13:25] critical infrastructure later. Stopping [00:13:28] Putin now is cheaper than trying to [00:13:31] protect every port and every ship from [00:13:34] terrorists with sea drones. [00:13:37] Stopping Russia now is cheaper than [00:13:40] wondering who will be the force to [00:13:43] create a simple drone carrying a nuclear [00:13:47] warhead. So we must use everything we [00:13:50] have together to force the aggressor to [00:13:54] stop. And only then do we have a real [00:13:57] chance that this arms race will not end [00:14:00] in catastrophe for all of us. If it [00:14:04] takes weapons to do it, if it takes [00:14:06] pressure on Russia, then it must be done [00:14:10] and it must be done now. Otherwise, [00:14:13] Putin will keep driving the war forward [00:14:17] wider and deeper. And we told you [00:14:20] before, Ukraine is only the first. And [00:14:24] now Russia drones are already flying [00:14:26] across Europe and Russian operations are [00:14:30] already spreading across countries. And [00:14:33] Putin wants to continue this war by [00:14:35] expanding it. And no one can feel safe [00:14:39] right now. The first we are now building [00:14:42] a new security architecture for [00:14:45] ourselves. More than 40 countries are [00:14:47] already part of our coalition and we are [00:14:50] strengthening army launching joint [00:14:52] weapons production with partners and [00:14:54] defining financial commitments for [00:14:57] defense in a way that could become a [00:14:59] security model for any other nation. If [00:15:02] security guarantees work for Ukraine, [00:15:05] something more than just friends and [00:15:08] weapons, it will mean that people were [00:15:10] able to make national make national [00:15:13] security not a privilege for a few [00:15:15] nations but a right for everyone. [00:15:18] Second, we are ready to make our modern [00:15:21] weapons become your modern security, [00:15:24] your modern weapon. And we have decided [00:15:26] to open up arms exports. These are [00:15:29] powerful systems tested in a real war [00:15:32] when every international institution [00:15:35] failed. And we are also ready to grow [00:15:38] our defense production together with [00:15:40] strong partners so that their protection [00:15:42] is modern and reliable.
