[00:00:36] nation wants peace, it still has to work
[00:00:39] on weapons. It's sick. But that's the
[00:00:43] reality. Not international law, not
[00:00:46] cooperation. Weapons decide who
[00:00:49] survives.

[00:00:52] you know perfectly well international
[00:00:54] law doesn't doesn't work fully unless
[00:00:58] you have powerful friends who are truly
[00:01:01] willing to stand up for it. And even
[00:01:04] that doesn't work without weapons. It's
[00:01:09] terrible. But without it, things would
[00:01:12] be even worse. There are no security
[00:01:14] guarantees except France and weapons. No
[00:01:18] Ukrainian choice. this kind of reality
[00:01:22] and knowing our people they would have
[00:01:25] chosen a different priority. Ukrainians
[00:01:28] are peaceful people but they are people
[00:01:30] who want to live to live freely in their
[00:01:34] own independent country. That's why we
[00:01:38] invest in defense for many nations.
[00:01:41] There is a simply no other way left.
[00:01:44] Nations can speak about their pain from
[00:01:48] stages like this, but even during
[00:01:51] bloodshed, there isn't a signal
[00:01:55] international institution that can truly
[00:01:59] stop it. That's how weak these
[00:02:01] institutions have become. What can Sudan
[00:02:05] or Somalia or Palestine or any other
[00:02:08] people living through war really expect
[00:02:11] from the UN or the global system? For
[00:02:15] decades, just statements and statements.
[00:02:18] And even everything happening in Gaza
[00:02:21] remains without a way out. Even now,
[00:02:24] Syria, after all the changes, still has
[00:02:27] to appeal to the world to ease the
[00:02:29] sanctions that are chalking its economy.
[00:02:33] It has to ask and wait. Syria deserves
[00:02:38] stronger support from the international
[00:02:40] community. And as Russia's war against
[00:02:43] my country goes on, people are still
[00:02:47] dying every week. Yet there is no
[00:02:50] ceasefire because Russia refuses.
[00:02:54] Russia abducted thousands of Ukrainian
[00:02:57] children and we have brought some of
[00:02:59] them back. And I thank I thank everyone
[00:03:02] who's helped.
[00:03:05] But how long will it take to bring all
[00:03:07] of them whom childhood slips away faster
[00:03:11] than adults are able to help? Look at
[00:03:15] Israel. Nearly two years have passed and
[00:03:18] hostages still haven't been freed. They
[00:03:21] must be freed. But even that still
[00:03:24] hasn't happened. And for years there
[00:03:26] have been no real answers to other
[00:03:30] threats either chemical weapons and
[00:03:33] famine used as a weapon.
[00:03:37] Last year at this assembly, I warned the
[00:03:41] world about the risk of radiation
[00:03:44] disasters, especially due to Russia's
[00:03:47] occupations of our Aboriginal nuclear
[00:03:50] power plant, the biggest in Europe. But
[00:03:53] nothing's changed. Nothing's. And
[00:03:56] yesterday, the plant went into blackout
[00:03:59] again. And Russia hasn't stopped selling
[00:04:02] even in areas near a nuclear facility.
[00:04:06] And because international because of
[00:04:08] international institutions are too weak,
[00:04:11] this madness continues.
[00:04:13] Even being part of a longstanding
[00:04:16] military airlines doesn't automatically
[00:04:19] mean you're safe. Just recently 19
[00:04:23] simple Russian drones violated Polish
[00:04:27] airspace and only four were shut down.
[00:04:31] Luckily, they were not shahit or even
[00:04:35] worse. Otherwise, the results wouldn't
[00:04:38] have been horrific. Estonia had to call
[00:04:41] a UN Security Council meeting for the
[00:04:44] first time in history because Russian
[00:04:47] fighter jets deliberately entered its
[00:04:50] airspace.
[00:04:52] Muldova is defending itself again from
[00:04:55] Russia's interference. We have helping
[00:04:58] Muldova and Russia's trying to do to
[00:05:01] Muldova what Iran once did to Lebanon
[00:05:04] and the global response again not
[00:05:07] enough. We have already lost Georgia in
[00:05:11] Europe. Human rights and the European
[00:05:14] nature of the state system are only
[00:05:17] shrinking there. Georgia is depend on
[00:05:20] Russia. And for many many years, Belarus
[00:05:24] has also been moving toward dependence
[00:05:26] on Russia. Europe cannot afford to lose
[00:05:29] Malddova, too. It's important to
[00:05:32] remember. It's important to remember
[00:05:36] how the world once ignored the need to
[00:05:38] help Georgia after Russia's attack and
[00:05:41] how the moment was made. EU needs to
[00:05:44] help Malddova now with funding and
[00:05:47] energy support, not just wars or
[00:05:50] political gestures. We must not forget
[00:05:54] about protecting the rights of people
[00:05:57] and the rights of nations in regions
[00:06:00] where these rights are under threat. The
[00:06:03] UN charter and the Universal Declaration
[00:06:06] of Human Rights must apply everywhere.

[00:06:14] whole country back into the dark ages.
[00:06:18] Cartels in some Latin America countries
[00:06:20] are more powerful than the government
[00:06:22] there. This is all about collapse of
[00:06:26] international law and the weakness of
[00:06:28] the international institutions.
[00:06:31] And so it's about the rise of weapons.
[00:06:35] Weapons decide who survives.
[00:06:38] Excellencies, yesterday, President Trump
[00:06:41] stood right here in this hall and God
[00:06:44] saved him from a murder attempt during
[00:06:47] the campaign. A shot was fired from a
[00:06:51] rifle and just a just a fraction of an
[00:06:55] inch saved his life. Just days ago,
[00:06:59] President along with hundreds of
[00:07:02] thousands of Americans honored the
[00:07:04] memory of Charlie Kirk. Sadly, his life
[00:07:08] was cut short by a bullet. Once again,
[00:07:11] violence with a rifle in hand. We also
[00:07:15] mourn the Ukrainian woman, Urina Zarka.
[00:07:20] She was brutally killed with a knife
[00:07:23] here in America, the very country where
[00:07:26] she was seeking refuge from Russia's
[00:07:29] war. And almost every day when we open
[00:07:32] the news, we see headlines about violent
[00:07:37] attacks happening all around the world.
[00:07:41] Most of it is done with weapons. People
[00:07:45] are already used to, but weapons are
[00:07:48] evolving faster than our ability to
[00:07:51] defend ourselves.
[00:07:54] Now there are tens of thousands of
[00:07:56] people who know how to professionally
[00:07:58] kill using drones. Stopping that kind of
[00:08:02] attack is harder than stopping any gun,
[00:08:06] knife or bomb. This is what Russia has
[00:08:08] brought with its war. It used to be that
[00:08:12] only the strongest countries could use
[00:08:15] drones because they were expensive and
[00:08:17] complex. Now even simple drones can fly
[00:08:20] thousands of kilometers. Wtech doesn't
[00:08:24] care about geography anymore. It's now
[00:08:28] reshaping reshaping it. Just recently,
[00:08:32] airports in Europe had to shut down
[00:08:35] because of drones. Authorities couldn't
[00:08:37] even say what kind of drones they were,
[00:08:41] who sent them, or from where. Last week,
[00:08:45] North Korea announced the test of a
[00:08:48] tactical strike drone. That means even
[00:08:51] countries with limited resources can now
[00:08:54] build weapons that are dangerous to
[00:08:56] their neighbors. Ukraine and nations
[00:08:59] like Saudi Arabia know all too well how
[00:09:03] dangerous Iranian attack drones are. But
[00:09:06] what happens when all the types of
[00:09:08] drones become available, even to small
[00:09:11] terrorist groups or cartels? The world
[00:09:14] moves too slowly to protect itself
[00:09:19] and weapons move fast. Now companies are
[00:09:24] already working on drone that can shoot
[00:09:26] down other drones and it's only a matter
[00:09:29] of time not much before drones are
[00:09:31] fighting drones attacking critical
[00:09:34] infrastructure and targeting people all
[00:09:37] by themselves fully autonomous and no
[00:09:40] human involved except the few who
[00:09:43] control AI systems. Dear leaders, we are
[00:09:47] now living through the most destructive
[00:09:50] arms race in human history because this
[00:09:53] time includes it includes artificial
[00:09:57] intelligence. And if there are no real
[00:10:00] security guarantees except friends and
[00:10:03] weapons, and if the world can't respond
[00:10:06] even to all threats, and if there is no
[00:10:09] strong platform for international
[00:10:11] security, will there be any place left
[00:10:14] on Earth that's still safe for people?
[00:10:19] We need global rules now for how AI can
[00:10:22] be used in weapons. And this is just as
[00:10:25] urgent as preventing the spread of
[00:10:28] nuclear weapons. We need to restore
[00:10:31] international cooperation real working
[00:10:33] cooperation for peace and for security.
[00:10:36] A few years from now might already be
[00:10:39] too late. 10 years ago, war looked
[00:10:43] different and no one imagined that cheap
[00:10:46] drones could create dead zones, areas
[00:10:50] stretching for dozens of kilometers
[00:10:52] where nothing moves, no vehicles, no
[00:10:55] life. People used to imagine that only
[00:10:57] after a nuclear strike. Now it's drone
[00:11:01] reality.
[00:11:03] Mass-roduced simple drones and without
[00:11:06] AI yet. Ukraine doesn't have the big fat
[00:11:11] missiles dictators love to show off in
[00:11:14] parades. But we do have drone that can
[00:11:17] fly up to two 3,000 kilometers. We had
[00:11:20] no choice but to build them to protect
[00:11:24] our right to life. Control over the sea
[00:11:27] used to depend on having a big navy.
[00:11:29] Ukraine doesn't have a big fleet. But we
[00:11:32] succeeded in the Black Sea. We pushed
[00:11:35] what's left of the Russian Navy into
[00:11:37] remote base and we did it with sea
[00:11:41] drones. That's how we protect our ports
[00:11:45] and maritime trade routes because Russia
[00:11:48] has left us no other choice. And our
[00:11:52] spiderworb operation when cheap drones
[00:11:55] destroyed or damaged dozens of expensive
[00:11:58] Russian strategic bombers became a real
[00:12:01] example for special forces around the
[00:12:03] world of what new weapons can do to old
[00:12:08] systems.
[00:12:09] These very Russian bombers attacked our
[00:12:12] cities. And none of these would have
[00:12:15] happened if Putin had not started this
[00:12:19] full scale aggression, full-scale war.
[00:12:22] And every year that this war goes on,
[00:12:26] weapons become even more deadly. And
[00:12:29] only Russia deserves to be blamed for
[00:12:32] this. Dear leaders, to protect lives,
[00:12:36] Ukraine builds underground schools and
[00:12:38] underground hospitals. To protect lives,
[00:12:41] we have to spend more on protecting
[00:12:43] power stations from drone and missile
[00:12:45] attacks than on building sports
[00:12:48] facilities or cultural infrastructure.
[00:12:51] Ukrainian farmers are learning how to
[00:12:54] protect their equipment from Russia's
[00:12:57] FPV drone strikes. And for them that
[00:13:00] challenge is far greater than climate
[00:13:02] change. Russia's war has put us in this
[00:13:08] situation. But do you have protection
[00:13:11] against similar threats?
[00:13:13] The facts are simple. Stopping this war
[00:13:16] now and with it the global arms race is
[00:13:21] cheaper than building underground
[00:13:23] kindergartens or massive bunkers for
[00:13:25] critical infrastructure later. Stopping
[00:13:28] Putin now is cheaper than trying to
[00:13:31] protect every port and every ship from
[00:13:34] terrorists with sea drones.
[00:13:37] Stopping Russia now is cheaper than
[00:13:40] wondering who will be the force to
[00:13:43] create a simple drone carrying a nuclear
[00:13:47] warhead. So we must use everything we
[00:13:50] have together to force the aggressor to
[00:13:54] stop. And only then do we have a real
[00:13:57] chance that this arms race will not end
[00:14:00] in catastrophe for all of us. If it
[00:14:04] takes weapons to do it, if it takes
[00:14:06] pressure on Russia, then it must be done
[00:14:10] and it must be done now. Otherwise,
[00:14:13] Putin will keep driving the war forward
[00:14:17] wider and deeper. And we told you
[00:14:20] before, Ukraine is only the first. And
[00:14:24] now Russia drones are already flying
[00:14:26] across Europe and Russian operations are
[00:14:30] already spreading across countries. And
[00:14:33] Putin wants to continue this war by
[00:14:35] expanding it. And no one can feel safe
[00:14:39] right now. The first we are now building
[00:14:42] a new security architecture for
[00:14:45] ourselves. More than 40 countries are
[00:14:47] already part of our coalition and we are
[00:14:50] strengthening army launching joint
[00:14:52] weapons production with partners and
[00:14:54] defining financial commitments for
[00:14:57] defense in a way that could become a
[00:14:59] security model for any other nation. If
[00:15:02] security guarantees work for Ukraine,
[00:15:05] something more than just friends and
[00:15:08] weapons, it will mean that people were
[00:15:10] able to make national make national
[00:15:13] security not a privilege for a few
[00:15:15] nations but a right for everyone.
[00:15:18] Second, we are ready to make our modern
[00:15:21] weapons become your modern security,
[00:15:24] your modern weapon. And we have decided
[00:15:26] to open up arms exports. These are
[00:15:29] powerful systems tested in a real war
[00:15:32] when every international institution
[00:15:35] failed. And we are also ready to grow
[00:15:38] our defense production together with
[00:15:40] strong partners so that their protection
[00:15:42] is modern and reliable. You don't need
[00:15:45] to start this race from scratch. We're
[00:15:48] ready to share what has already proven
[00:15:50] itself in real real defense. And third,
[00:15:54] many in the world still relaxed
[00:15:59] still. But look at how many countries

[00:16:47] depends on you what will define
[00:16:50] existence war like now or our joint
[00:16:53] strong actions as it should be.

[00:16:59] yesterday we had a good meeting with
[00:17:01] President Trump and I also spoke with
[00:17:04] many other
[00:17:06] strong leaders and together we can
[00:17:08] change a lot. Of course, of course, we
[00:17:11] are doing everything to make sure Europe
[00:17:14] truly helps. And of course, we count on
[00:17:17] the United States. I appreciate the
[00:17:19] support we are receiving. Yes, much
[00:17:22] depends on the G7 and G20, but
