[00:00:06] China sending in the precursors to [00:00:07] fentanel to Mexico [music] [00:00:09] to the Mexican cartels. [00:00:11] I'm not saying we shouldn't be in [00:00:13] [music] Venezuela. [00:00:13] >> Narot terrorist Nicholas Maduro and [00:00:16] Celia Flores. Nicholas Maduro is [00:00:19] responsible for attacks on the people of [00:00:21] the United States, for destabilizing the [00:00:23] Western [music] Hemisphere, and [00:00:25] illegitimately repressing the people of [00:00:28] Venezuela. No nation in the world could [00:00:31] achieve what America achieved yesterday [00:00:34] or frankly in just a short period of [00:00:37] time. Successfully captured Maduro in [00:00:40] the dead of night, but captured along [00:00:41] with his wife Silia Flores. Back in the [00:00:45] '9s, the FBI was running around the [00:00:47] world trying to arrest Osama bin Laden [00:00:50] and al-Qaeda lieutenants and often times [00:00:53] didn't because it wouldn't stand up in [00:00:54] court. They viewed it as a law [00:00:55] enforcement [music] problem. After 9/11, [00:00:58] we saw it squarely for what it is, a [00:01:00] national security problem. We have to [00:01:02] move in the same direction with these [00:01:03] cartels. [music] They are killing [00:01:05] Americans. A similar action was taken in [00:01:08] 1989 against Manuel Noriega. He was [00:01:12] arrested, indicted, convicted in a court [00:01:15] of law and they control whole swas of [00:01:17] Mexico and they have a state backer in [00:01:19] Venezuela. That's the kind of the mental [00:01:21] shift I just, you know, the media [00:01:23] doesn't want to talk about. So [00:01:24] therefore, Maduro was a fugitive from [00:01:26] justice. He is the head of a vicious [00:01:29] foreign terrorist organization, Cartel [00:01:31] de los. This regime sponsored enterprise [00:01:34] coordinates [music] with and relies on [00:01:36] other vicious criminal organizations, [00:01:39] namely Trend Ara, to carry out its [00:01:42] objective of using illegal narcotics as [00:01:45] a weapon against the United States. [00:01:47] >> One more thing on the Venezuela stuff. [00:01:52] It's been Mexico, Mexico, Mexico, [00:01:54] Mexico. Cartel, cart, like all this [00:01:56] cartel [ __ ] coming out of Mexico. Now we're [00:02:12] [ __ ] around in Venezuela. Mexico's on [00:02:14] our border. We've been talking about [00:02:16] >> Well, we're pressuring the hell. I mean, [00:02:18] the aren't going the Mexican government [00:02:20] sent back several dozen [00:02:24] >> major leaders of cartels that they had [00:02:25] refused for years and definitely under [00:02:27] the last administration, they extradited [00:02:29] all of them into our court system. Uh [00:02:32] that was a huge win uh from just a few [00:02:35] months ago. Uh the Mexican government [00:02:38] put 10,000 of their own guardsmen onto [00:02:42] their side of our northern border and [00:02:44] they're sending security forces to their [00:02:46] southern border which President Trump [00:02:48] had them you know worked with them to do [00:02:49] his first term. Biden let it go. Now [00:02:52] that's back again. Um I think the bigger [00:02:55] piece and you know when I was in [00:02:57] Congress I pushed for us to be able to [00:02:59] go on offense against these cartels. You [00:03:02] know, I tell people this all the time. [00:03:05] Back in the 90s, the FBI was running [00:03:08] around the world trying to arrest Osama [00:03:11] bin Laden. [00:03:13] >> And you remember that? I mean, in Sudan [00:03:15] and other places and and al-Qaeda [00:03:18] lieutenants and oftentimes didn't [00:03:20] because it wouldn't stand up in court. [00:03:21] They viewed it as a law enforcement [00:03:23] problem. After 9/11, we saw it squarely [00:03:26] for what it is, a national security [00:03:27] problem. We have to move in the same [00:03:30] direction with these cartels. They are [00:03:32] killing Americans. They are attacking [00:03:35] our inner cities. Uh they are poisoning [00:03:38] more people than we lo in a year. More [00:03:41] people than we lost in 10 years of [00:03:42] Vietnam. This is a national security [00:03:46] threat and we have to treat it as such. [00:03:48] And these cartels aren't like you know I [00:03:51] don't know your mafia groups back in the [00:03:54] 60s of organized crime. They are armed [00:03:56] to the teeth. They're armies. They are [00:03:59] many armies and they control whole [00:04:02] swasts of Mexico and they have a state [00:04:03] backer in Venezuela. So that's the kind [00:04:07] of the mental shift I just, you know, [00:04:08] the media doesn't want to talk about [00:04:10] that this administration uh has brought [00:04:13] Christy Noom, Homeland Security, Steven [00:04:16] Miller in the White House, the president [00:04:17] of course, vice president, and that's [00:04:20] squarely in America first, but it I I [00:04:22] just push back. It's Mexico, too. I [00:04:24] think Venezuela is getting all the [00:04:25] media, but it's Mexico, too. [00:04:28] >> I now give the floor to the [00:04:30] representative of the United States. [00:04:34] >> Mr. President, thank you for chairing. [00:04:38] And I particularly want to thank you, [00:04:42] Mr. Freras, for your briefing. And I'll [00:04:46] point out that Mr. Fritus is in exile, [00:04:49] having fled the regime. Thank you for [00:04:52] your courage and thank you for shedding [00:04:54] a light on the true atrocities of the [00:04:57] illegitimate Maduro regime. This past [00:05:00] weekend, colleagues, the United States [00:05:02] successfully carried out a surgical law [00:05:05] enforcement operation facilitated by the [00:05:08] US military against two indicted [00:05:11] fugitives of American justice, narotist [00:05:14] Nicholas Maduro and Celia Flores. [00:05:19] Colleagues, [00:05:20] Nicholas Maduro is responsible for [00:05:23] attacks on the people of the United [00:05:25] States, for destabilizing the Western [00:05:27] Hemisphere, and illegitimately [00:05:30] repressing the people of Venezuela. [00:05:33] As Secretary Rubio has said, there is no [00:05:38] war against Venezuela or its people. We [00:05:41] are not occupying a country. [00:05:45] This was a law enforcement operation. [00:05:50] in furtherance of lawful indictments [00:05:53] that have existed for decades. The [00:05:56] United States arrested a narot [00:05:58] trafficker who is now going to stand [00:06:00] trial in the United States in accordance [00:06:04] with the rule of law for the crimes he's [00:06:07] committed against our people for 15 [00:06:10] years. A similar action was taken in [00:06:12] 1989 against Manuel Noriega. He was [00:06:16] arrested, indicted, convicted in a court [00:06:19] of law, [00:06:21] served [00:06:22] in prison in the United States and in [00:06:24] Panama. And the Panameanian people, the [00:06:28] American people are safer for it. And [00:06:31] undeniably, [00:06:33] the region was more stable. [00:06:37] This law enforcement action [00:06:40] was directed consistent [00:06:44] with the president of the United States [00:06:45] responsibility as commander-in-chief to [00:06:48] protect Americans at home and abroad [00:06:52] against a fugitive who is directly [00:06:54] responsible for naroterrorism that has [00:06:56] killed hundreds of thousands of [00:06:58] Americans and created destabilizing [00:07:01] violence throughout our hemisphere. [00:07:03] Nicholas Maduro and his codefendant [00:07:05] Celia Flores have been transferred here [00:07:08] to the United States to stand trial for [00:07:09] their crimes. Maduro was indicted by a [00:07:13] grand jury in the Southern District of [00:07:15] New York and faces very serious criminal [00:07:19] charges for his involvement in a wide [00:07:23] ranging conspiracy to conduct [00:07:25] naroterrorism to traffic cocaine and [00:07:28] other drugs [00:07:30] and conducting international weapons [00:07:33] trafficking. The overwhelming [00:07:36] evidence [00:07:37] of his crimes will be presented openly [00:07:41] in US court proceedings. [00:07:45] Colleagues, Maduro is not just an [00:07:48] indicted drug trafficker. [00:07:51] He was an illegitimate so-called [00:07:55] president. He was not a head of state [00:08:01] for years. [00:08:03] Maduro and his cronies have manipulated [00:08:06] Venezuela's electoral system to maintain [00:08:10] their illegitimate grip on power. In [00:08:13] fact, [00:08:14] just two years ago in 2024, a UN panel [00:08:18] of experts report found that the [00:08:21] election in that year [00:08:24] was absolutely and completely [00:08:28] a farce and fell well short of the most [00:08:32] basic transparency, integrity measures [00:08:35] essential to upholding credible [00:08:37] elections. If the UN [00:08:40] and the United Nations and this body [00:08:45] confers legitimacy on an illegitimate [00:08:47] narco terrorist and the same treatment [00:08:52] in this charter of a democratically [00:08:55] elected president or head of state. What [00:08:57] kind of organization is this? We should [00:09:01] note that over 50 countries, many [00:09:06] nations, including the European Union, [00:09:09] including a number of Latin American [00:09:11] countries in the region, and of course, [00:09:13] the United States. Again, over 50 [00:09:15] countries rejected the legitimacy of [00:09:18] Maduro's re-election following the [00:09:21] disputed 2024 elections and do not do [00:09:24] not recognize him as Venezuela's [00:09:27] legitimately elected president. Maduro [00:09:30] unlawfully refused to peacefully seed [00:09:34] power after the Venezuelan people voted [00:09:37] him out of office in the 2024 election. [00:09:40] So therefore, Maduro was a fugitive from [00:09:42] justice. [00:09:44] He is the head of a vicious foreign [00:09:47] terrorist organization, Cartel de los [00:09:49] Solis. This regime sponsored enterprise [00:09:53] coordinates with and relies on other [00:09:56] vicious criminal organizations namely [00:09:58] trend Ara [00:10:01] again among others to carry out its [00:10:04] objective of using illegal narcotics as [00:10:07] a weapon against the United States. And [00:10:10] for its part, Trenda Aragua is a [00:10:13] designated foreign terrorist [00:10:14] organization with thousands of members, [00:10:16] many of whom have unlawfully infiltrated [00:10:18] the United States and are conducting [00:10:20] irregular warfare and undertaking [00:10:23] hostile actions against the American [00:10:25] people uh and against the United States. [00:10:29] It's terrorizing criminals commit brutal [00:10:32] crimes including murders, kidnappings, [00:10:35] extortions, [00:10:37] and human drug and weapons trafficking. [00:10:41] This administration, [00:10:43] President Trump will not stand for it. [00:10:47] In fact, in March of 2025, President [00:10:49] Trump declared that Trenda Aragua is [00:10:51] undertaking is excuse me, quote, "Trren [00:10:55] Aaragua is undertaking hostile actions [00:10:57] in conducting irregular warfare against [00:10:59] the territory of the United States, both [00:11:01] directly and at the direction, [00:11:03] clandestine or otherwise, of the Maduro [00:11:06] regime in Venezuela. Maduro and his [00:11:09] cronies have partnered with some of the [00:11:11] most violent and pr prolific drug [00:11:13] traffickers and naroterrorists in the [00:11:16] world for decades, facilitating [00:11:20] the flood of illegal drugs coming in the [00:11:22] United States, estimated to be several [00:11:25] hundred tons annually. He has become [00:11:29] rich, incredibly wealthy off the misery [00:11:33] of untold numbers of Americans, [00:11:35] Venezuelans, and others, aiding and [00:11:38] abetting international terrorist [00:11:41] organizations like Hezbollah, [00:11:44] coordinating with corrupt Iranian [00:11:47] officials [00:11:48] and other malign actors [00:11:52] to influence not only the region, but to [00:11:54] malign influence the United States. In [00:11:59] in fact, in its own 2025 World Drug [00:12:03] Report, the United Nations Office on [00:12:06] Drugs and Crime identified Venezuela as [00:12:09] a key trafficking route in the Western [00:12:11] Hemisphere, the illegal drugs, [00:12:14] predominantly cocaine entering the [00:12:16] United States and increasingly Europe. [00:12:19] As Secretary Rubio stated just [00:12:22] yesterday, this is the Western [00:12:24] Hemisphere. This is where we live and [00:12:28] we're not going to allow the Western [00:12:29] Hemisphere to be used as a base of [00:12:32] operation for our nation's adversaries [00:12:34] and competitors and rivals of the United [00:12:37] States. You can't turn Venezuela into [00:12:40] the operating hub for Iran, for [00:12:43] Hezbollah, for gangs, for Cuban [00:12:45] intelligence agents and other malign [00:12:48] actors that control that country. You [00:12:49] cannot continue to have the largest [00:12:52] energy reserves in the world under the [00:12:55] control of adversaries of the United [00:12:57] States, under the control of [00:12:59] illegitimate leaders, and not benefiting [00:13:02] the people of Venezuela and stolen by a [00:13:05] handful of oligarchs inside of [00:13:08] Venezuela. But it doesn't stop there. [00:13:10] Numerous UN and international human [00:13:12] rights organizations have issued reports [00:13:15] documenting serious human rights abuses [00:13:19] by the Maduro regime, including reports [00:13:22] of extrajudicial killings, political [00:13:24] prisoners, torture, and arbitrary and [00:13:28] unlawful intent uh detentions. In fact, [00:13:31] over eight million Venezuelans have fled [00:13:35] the country, destabilizing their [00:13:38] neighbors uh in the region and creating [00:13:41] the world's largest refugee crisis. [00:13:47] Members of this council, colleagues, the [00:13:50] United States wants a better future for [00:13:52] Venezuela. [00:13:54] We believe a better future for the [00:13:56] people of Venezuela and for the people [00:13:59] of the region and the world is [00:14:02] stabilizing the region and making the [00:14:04] neighborhood that we live in a much [00:14:07] better and safer place. And this is why [00:14:11] millions of Venezuelans that have fled [00:14:14] this brutal regime are celebrating and [00:14:17] cheering around the world as this body [00:14:21] pontificates. [00:14:23] including those celebrating or including [00:14:27] in [snorts] my home state of Florida [00:14:29] where hundreds of thousands of [00:14:31] Venezuelans have fled this regime's [00:14:35] brutality. [00:14:36] I want to reiterate, President Trump [00:14:39] gave diplomacy a chance. He offered [00:14:42] Maduro multiple offramps. [00:14:46] He tried to de deescalate. Maduro [00:14:49] refused to take them. President Trump [00:14:52] made it clear that the naroterrorism [00:14:56] must stop and yet it continued. [00:15:00] The United States will not waver in our [00:15:03] actions to protect Americans from the [00:15:06] scourge of naroterrorism and seeks [00:15:08] peace, liberty, and justice for the [00:15:11] great people of Venezuela.
