I think best in "process" mode. I have selected numbers based on my experience dealing with folks and also "quality". I have also found that if you plan well and work closely with scientists, making contracts with them can count as DCE (direct charitable expenses). Convenings are P&A costs. I used a 50 person, 3 day domestic conference number from my own experience. Probably best to discuss over the phone if you think this is the direction you'd like to take with your philanthropic interests.
